Summary This position is on the Project Controls Team, in the Office of Engineering of Western Federal Lands Highway Division. The incumbent is the Technical Expert of the Project Management Information System (PMIS) responsible for developing, setting, documenting, and maintaining the policies and procedures for the management and operation of the system, assuring its proper use throughout the Division, the quality of the system data, and sharing PMIS expertise with FLH and our partner agencies. Responsibilities As a Transportation Specialist (Project Management Information Systems), you will: Be a technical expert of the interrelationships of project delivery, scheduling, resources, budgets, expenses, and the communication aspects of the Project Management Information System. Work closely with transportation leadership, project managers, functional managers, project teams, programmers, and the Supervisory Quality Assurance Specialist to manage resources, projects, and budgets to meet the goals of the organization. Be responsible for providing the Division Leadership, on a routine basis, the human resource demand and capacity, program schedule, budget, expenditures, and annual report information. Be responsible for the training, and oversight of training, related to the operation and use of the PMIS. Promote and assure the routine and consistent use of the system throughout the Division and ensure the system uses the most recent software available. The ideal candidate has a strong technical background on highway construction means and methods, including a strong understanding on the scheduling and project management aspects of delivering highway construction projects. The ideal candidate will possess highly effective communication, analysis, and collaboration skills to successfully provide technical support and recommendations to better deliver Western Federal Lands’ program of projects. Qualifications For the 2101 series, specialized experience that demonstrated a knowledge of the transportation function(s) of the position to be filled is required. To meet the minimum qualifications for this position, you must meet the specialized experience for the grade at which you are requesting consideration. For the GS-13: You must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included: Experience monitoring highway construction projects, working with database systems, and using project management and scheduling information systems (Primavera P6 or other scheduling software); AND Experience coordinating project management services, developing, and managing schedules and budgets, and developing program procedure and training documents. You cannot qualify based on education, you must meet the specialized experience.
