Clark College Human Resource Consultant 2 - Benefits and Leave in Vancouver, Washington

Clark College is currently accepting applications for a full-time, permanent classified Human Resource Consultant 2 -- Benefits and Leave position. The Human Resources Consultant 2 -- Benefits and Leave position reports to the Director of Employment Services and under general direction, independently performs professional Human Resources assignments focusing on employee health and retirement benefits, leave administration, compensation, training, and payroll.   • Serve as a point of contact for benefits issues and process all applicable documentation.
  • Determine benefit eligibility dates and deadlines for all classified staff.
  • Provide information and advice to managers, staff and other clients regarding applicable laws, rules, policies and Human Resource programs and recommend alternative course of action.
  • Develop and facilitate presentations and training programs regarding Human Resources functions such as benefits, leave, new employee orientation, supervisory training, etc.
  • Analyze, respond to and resolve appeals, request for reviews and complaints from clients and other state agencies as needed. 
  • Compose correspondence, track and prepare analysis regarding benefits activities throughout the year.
  • Conduct exit sessions that include determining payoffs and processing applicable documentation.
  • Determine eligibility for retirement, advise employees of retirement plan options, serve as point of contact for retirement issues and process all applicable documentation.
  • Coordinate retirement activities including notification, process of health benefits and other College related benefits.
  • Conduct informational meetings and exit sessions with employees and process all applicable documentation in local and state databases.
  • Monitor, prepare and coordinate notification of various retirement activities throughout the year.
  • Leave management for all employee types.
  • Determine eligibility for employees for all leave including bereavement, emergency, Family Medical Leave, jury duty, etc. and provide recommendations to employees and managers following applicable laws, rules and policies. 
  • Inform employees of leave policies and procedures including reasonable accommodation. 
  • Coordinate with other agencies the transfer of employees. 
  • Review, analyze, and reconcile Absence Management reports.
  • Track legislative changes and modify procedures and forms accordingly.
  • Perform related duties as required.

POSITION REQUIREMENTS AND COMPETENCIES: Candidates will be evaluated based on application materials, including the supplemental questions and personal interview(s), and will be required to demonstrate competencies in the following areas:

  • Associate's degree.
  • Two (2) years of professional experience in the administration and the processing of health and retirement benefits.
  • One (1) year of experience in reviewing and analyzing complex data.
  • Experience using Microsoft Office Suite, including MS Word, Excel, Outlook, and specialized database systems, or comparable software.

The initial appointment will include a 6-month probationary period and the employee will earn permanent status after successfully completing probation.
