Summary All hourly jobs are considered as open for bid on a continuous basis. Any BPA employee on a competitive career or career-conditional appointment may, at any time, submit an application for permanent promotions, reassignments, or change of duty stations. Responsibilities As an Electrician Foreman I (Construction), you will perform the following: Work Leadership - Leads any or all tasks as outlined in the Job Standard for Electricians. Assign duties. Organizes work to be performed and each employee's part in it. Gives detailed instruction to subordinates and assigns them to specific tasks as needed for fullest utilization of individual skills or specialties. Supervises journeyman electricians, apprentices, electrician helpers, laborers, and journeyman of cooperating crafts in the various phases of electrical construction activities. Maintains discipline. As crew leader, sets the pace and the example for behavior on the job. Encourages appropriate behavior of crew members by explaining rules and regulations. Counsels employees to ensure compliance. Enforces Safety Rules. Instructs subordinates in safety rules and safe work practices. Provides a safe working environment. Responsible for observance of established procedures relating to clearance and outages to insure that electrical equipment is properly cleared and grounded for the protection of workers. Supports BPA safety program practices, procedures, and hazardous waste management policies. Investigates all accidents, including near misses, involving persons under personal supervision. Completes required accident reports. Reviews and Inspects Work. Reviews and inspects the work of subordinates to insure that projects are completed correctly and in a timely manner. Monitors and documents project progress and keeps the supervisor informed of conditions and problems found during construction. Responsible for Quantity and Quality of Specific Tasks. Is responsible and accountable to the supervisor for the satisfactory, efficient, and timely completion of all specific tasks involved in the work assigned. Is responsible for work being completed in a manner reflecting a high quality of craftsmanship with minimum waste. Planning and Scheduling - Assigns work to the crew, under direction of the Manager, Central Electrical Services, Electrician Foreman II or III (Construction), matching manpower with the equipment available. Administrative Reviews Employees' Performance and Recommends Personnel Actions. Continuously evaluates employees' performance and initiates proper actions to provide job satisfaction, improve working skills, resolve employee problems, develop team spirit, and improve employee conduct. Recommends administrative actions to the Electrician Foreman III (Construction) or Manager, Central Electrical Services. Identifies, plans, and implements training. Orients new employees to the crew and explains nature and purpose of work activity. Provides on-the-job training and recommends off-the-job training to improve subordinates' skills and efficiency. Records and Reports. Documents work performed, noting existing conditions and any special circumstances. Reports all accidents, including near-misses, to the Manager, Central Electrical Services or Electrician Foreman II or III (Construction). Accounts for all tools and equipment in custody. May write reports or memorandums. Requirements Conditions of Employment Position is subject to initial pre-employment Drug Testing and random drug testing thereafter. This position requires a pre-employment medical exam, at BPA expense, prior to appointment due to the physical requirements of the position. After employment, this position may be subject to periodic physical examinations, as prescribed by competent medical authority and at BPA expense, if exposed to health hazards. Apprentices in the last year of the program are encouraged to submit an application to indicate duty locations for which they want to be considered for permanent placement. Employees are required to become fully knowledgeable of and follow the safety practices of the BPA Accident Prevention Manual. Possess valid commercial driver's license (CDL) with all endorsements that are required to operate substation maintenance and construction equipment from state of residence. Possess US Motor Vehicle Operator Authorization or obtain within 30 days after appointment. Traffic citations indicating poor driving habits may disqualify applicants. Become certified on aerial lift equipment and other equipment that is required. Possess a clearance certificate and an electrical worker's permit. Have completed a Red Cross First Aid Training and Red Cross CPR training or complete within 30 days after appointment. Maintain continuously thereafter. Emergencies, system conditions, outage limitations, or project schedules may require that work be done at night or during compressed time schedules and shift work may be required. Drive two- and four-wheel drive vehicles which may include towing various equipment trailers, normally used in substation maintenance and construction. Be able to wear protective apparel such as respirators when required for worker safety. The screen-out element for this position is: The ability to perform journeyman level work as an Electrician involved in the construction of electrical equipment in Substations, and lead a crew of Electricians by assigning duties, maintaining discipline, enforcing safety rules, and reviewing and inspecting completed work. Failure to meet this Screen out Element will result in an ineligible rating. WORKING CONDITIONS: Is exposed to the same working conditions applicable to journeymen electricians assigned to construction including use of tools. Must adjust quickly to work situations on projects seldom or never encountered before and recognized and guard against potential hazards. Approved respiratory and safety equipment shall be worn when hazardous substances are being handled (oil, acid, and solvent fumes, etc.). At times work may be physically demanding. The work environment will occasionally include high noise levels or exposure to hazardous substances (i.e. mercury, acids, solvents, PCB's, etc.) that could, if precautions are not followed, pose a health risk. System priorities may require extended periods of overtime including working weekends and holidays. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
