The Assistant Director for Personnel and Benefits is responsible for the management and administration of SUNY Polytechnic Institute's (SUNY Poly) personnel transactions, payroll and benefits administration for professional and classified personnel services, while ensuring regulations and laws that govern these functions are adhered to. This position is responsible for providing guidance to campus administrators and supervisors in the interpretation of administrative laws, rules and regulations relating to personnel and benefits function to ensure the campus complies to these requirements. This position will require a strong understanding of payroll analysis and be able to report to Senior Leadership their finding. The Assistant Director for Personnel and Benefits will initiate the development of action plans, problem resolution strategies and other initiatives for the campus administrators. This position has the authority to assist in determining, creating, and affecting policy for SUNY Poly. Other reasonable duties as assigned. The primary location for this position is Utica with travel required to other operating locations.

  • Manage all aspects of SUNYHR personnel transaction administration, such as establishing appropriate checks and balances (internal controls) to ensure payroll, SUNY and OSC compliance and accuracy. Oversee the administration of payment for wages, disability and other benefits; review and address moving expense reimbursement requests to ensure compliance.

  • Oversee the administration of benefits related systems and escalated inquiries. Works with Benefits Administrator to create procedures as it relates to leave of absences, tracking onboarding and exits, and reporting to third party sources relating to benefits.

  • Management of all SUNYHR data entry against HRM forms adhering to internal controls to ensure accuracy and compliance with State and SUNY rules, laws and regulations. Responsible for all negotiated salary increases to include equity, compression and inversion, negotiated and discretionary salary increases. This position is also responsible for benchmarking and compensation analysis as well as compiling and managing payroll data.

  • Provide leadership, oversight and direction to personnel, benefits and payroll staff to batch a complete payroll and all personnel transactions with minimal to no errors, work with supervisor to implement more efficient processes for payroll, benefits, and personnel administration processing. Communicate with administrators and employee's payroll related issues; provide customer service to all SUNY Poly staff on payroll and personnel related transactions. Responsible for assuring goals, programs activities and personnel practices are consistent with and contribute to the Institutions goals and strategies.

  • Oversee the flow of documents relevant to HR transactions and the audit process to ensure all files are maintained in a compliant and organized manner. Responsible for the generation of transactional correspondence with employees.

  • Other reasonable duties as assigned. Lead employees for maximum performance and dedication. Responsible for completing performance programs and evaluations timely.

    Job Requirements:

Minimum Requirements:

  • Bachelor's degree in human resources management or a related field from a college or university accredited by the US Department of Education or an internationally recognized accrediting organization.

  • Minimum of three to five years of professionally responsible experience.

  • Demonstrated knowledge of the principles and practices of personnel administration.

  • Demonstrated proficiency using Microsoft Office, excellent oral and written communication skills.

Preferred Qualifications:

  • PHR/SPHR or MBA focused on HR preferred

  • Proficiency with SUNYHR and Payserv
