Northrop Grumman Defense Systems sector (NGDS) is seeking an Army National Guard (ARNG) Mission Command Training Support Program (MCTSP) Program Manager 2 to join our growing team of diverse professionals based out of our sector headquarters in McLean, Virginia . This position may also support full-time telework with the ability to travel to Washington, D.C. for in-person customer meetings.

This position is contingent upon contract award, budget, and customer approval.

Responsibilities:

  • Serves as principal point of contact for all technical requirements and contract deliverables related to the ARNG Mission Command Training Support Program (MCTSP)

  • Responsibly wields corporate decision-making authority to effectively and rapidly respond to MCTSP requirements

  • Oversees contract oversight, supervision, and management of all program employees

  • Maintains availability 8 hours per day, Monday through Friday, during normal operating hours, and will be available to meet with the Government Program Manager, and/or the Contracting Officer/Contracting Officer’s Representative (KO/COR) in person or by phone within 45 minutes of notification during normal operating hours

  • Leads all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout)

  • Manages cost, schedule, and technical performance of company programs or subsystems

  • Cultivates customer relationships and intimacy to develop further opportunities within the customer community

  • Develops new business opportunities through long-term strategic planning, capture planning, and development of proposals and business plans

  • Establishes a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations

  • Leads and directs cross-functional Integrated Program Teams (IPT) to meet program cost, schedule, and technical performance objectives

  • Measures and reports program performance

  • Delivers presentations to customers, executive management, and other program stakeholders

  • Participates in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions

  • Establishes design concepts, criteria, and engineering efforts for product research, development, integration and test

  • Creates, reviews, and finalizes the program Statement of Work

  • Identifies, distributes, tracks, and completes program requirements

  • Establishes and manages the program and subordinate baselines

  • Develops and adheres to budget baselines using Earned Value Management (EVM) or similar cost & schedule control methodologies and tools

  • Identifies, allocates, and manages program resources, including workforce planning

  • Manages Government/customer-supplied property or information (GFE, CFE, etc.)

  • Manages suppliers to meet program objectives

  • Adheres to all internal processes, policies, and applicable industry standards

  • Ensures the program team understands and adheres to contract scope, and manages change through control board activities

  • Develops and adheres to master plans and schedules

  • Conducts thorough risk and opportunity management practices including identification, mitigation, and realization

Basic Qualifications:

  • Master’s degree in Management, Business Administration, or related discipline with a minimum of 8 years of professional and/or military leadership experience

  • Minimum of 2 years of corporate experience in managing projects or programs of similar size, scope, and complexity

  • Minimum of 3 years of experience managing an office that executes numerous contracts covering multiple functional areas

  • Must have an active U.S. Department of Defense (DoD) Secret security clearance with the ability to obtain a U.S. DoD Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance

  • Must be able to travel as needed (up to 50% of the time)

  • The preferred location for this position is at our sector headquarters in McLean, Virginia, but full-time teleworking may also be supported

Preferred Qualifications:

  • The ability to work on-site in McLean, Virginia at least 2 days per week

  • Knowledge of Army Training management

  • Battalion or higher Command or Operations assignment, or equivalent FA57 assignment

  • Graduate of Command and General Staff College (CGSC) with Intermediate Level Education / Military Education Level 4 (ILE / MEL 4), Senior Service College, or equivalent military or DoD Civilian schooling

  • Experience in operations and/or training requirements at division or higher level, or equivalent Civilian or Corporate level of responsibility

  • Minimum of 5 years of experience in Army Mission Training Complexes (MTCs) or Army simulations

Salary Range: $138,100 - $227,900

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
