The primary purpose of this position is to provide business advice and to perform all preaward and postaward functions for a wide variety of complex and/or specialized acquisitions, using a wide range of contracting methods and types; and to procure commodities and/or services for complex and/or diversified programs. Responsibilities 1. As part of an Integrated Acquisition Team for a large multi-mission installation, or for development or sustainment of a major system or smaller multiple systems within a Center System Program Office (SPO), Direct Reporting Unit (DRU), Field Operating Agency (FOA), specialized unit, etc., plans the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities. 2. Procures complex and/or diversified services, commodities, and/or construction. 3. Executes post-award contract performance management actions on assigned contracts. 4. Serves as business advisor to a wide range of customers. This position is a developmental (e.g.: GS-12Target GS-13) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate. NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL COLLEGE TRANSCRIPTS. OR A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000; served in an 1102 position or as a Service member in a similar occupational specialty on or before September 30, 2000; OR, is an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DoD as an 1102. or is described in subsection (e)(1)(B) of 10 USC 1724. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes soliciting, evaluating, negotiating, and awarding contracts; administering contracts by assuring compliance with the terms and conditions; analyzing and evaluating cost/price proposals and accounting systems; planning, establishing, or reviewing contracts, programs, policies, or procedures; developing acquisition strategies and directing or managing procurements; providing functional staff advisory services within the contracting occupation. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-13 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes soliciting, evaluating, negotiating, and awarding contracts; administering contracts by assuring compliance with the terms and conditions; terminating contracts by analyzing, negotiating, and settling claims and proposals; (analyzing and evaluating cost/price proposals and accounting systems; planning, establishing, or reviewing contracts, programs, policies, or procedures; formulating and administering policies and procedures to insure achievement of socioeconomic goals; developing acquisition strategies and directing or managing procurements; and/or providing functional staff advisory services within the contracting occupation. Have the ability to solve problems arising during the preaward or postaward phases for long term and/or high value contracts, contract price/code analysis, formulate guidelines, implement new developments, provide policy interpretation and other highly specialized or complex functions; mastery acquisition planning concepts and techniques sufficient to accomplish and/or determine courses of action on an extensive variety of highly complex contracts and contract programs; broad range of contract price and cost analysis/cost accounting techniques to prepare and develop highly specialized and complex contractual pricing arrangements and incentives, and to evaluate contractor proposals and prepare pre-negotiation positions. GS-12 FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of contracting principles, laws, statutes, Executive Orders, regulations, and procedures applicable to preaward and postaward duties sufficient to develop strategies, goals, and objectives; study problem areas and implement and/or recommend improved methods and operating procedures; and oversee or personally plan and carry out procurement actions, and administer contracts for a variety of specialized services, commodities, and/or construction contracts using a wide range of contracting methods and contract types. In-depth knowledge of commercial business practices, industry standards, and market conditions applicable to program and technical requirements to evaluate offer acceptability, contractor responsibility, and/or contractor performance, and to determine acquisition strategy and sources. Knowledge of up-to-date market research procedures. Knowledge of a wide range of contracting methods and contract types sufficient to oversee/perform preaward, postaward, and price/cost analysis functions. Knowledge of negotiation techniques and technical requirements sufficient to oversee/perform procurement of complex and/or diversified services, commodities, and/or construction. Knowledge of contract administration sufficient to oversee/monitor a group of contracts, such as fixed-price with redetermination provisions, cost reimbursement, or contracts with incentive provisions. Knowledge of contract termination procedures sufficient to oversee, recommend, or determine allowable costs, profit to be allowed, disposal of government property, and similar issues and to negotiate settlements with contractors. Knowledge of contract price and cost analysis procedures and techniques sufficient to oversee and/or evaluate proposals and recommend/make awards based on best overall value. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
