Responsibilities You will provide expert technical, procedural, regulatory guidance and legal operational constraints of assigned area of responsibility. You will provide and act as point of contact for the organization on all inquiries, correspondence, and request from any federal, state, or local environmental regulatory agency, on discussions with community or public directed by management. You will investigate, monitor track, and report compliance with program activities occurring aboard the installation in accordance with published policy. You will provide the administrative and technical oversight and direction to ensure all programs are conducted according to the laws, regulations, rules, policies. You will act as an environmental lead for all emergency response actions dealing with hazardous materials, hazardous waste releases, incidental and operational and any associated corrective actions or abatements of the releases. Requirements Conditions of Employment Qualifications GS-11:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, organizing, coordinating, executing and managing on environmental protection programs. (e.g. Resource Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Liability and Compensation Act (CERCLA), and the Toxic Substance Act (TSCA). GS-09:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting in the development and implementation of environmental programs to ensure compliance with federal, state, and local laws, rules, and regulations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-11:successfully completed a Ph.D. or equivalent doctoral degree. or successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. or successfully completed an LL.M. degree that is related to the position being filled. Or Possess a combination of specialized experience and education as described above that equates to one year of experience. The percentage of the required education and experience must equal 100 percent. GS-09:successfully completed a master's or equivalent graduate degree Or successfully completed two full years of progressively higher level graduate education leading to such a degree Or LL.B. or J.D., if related. Or Possess a combination of specialized experience and education as described above that equates to one year of experience.
