Indian Health Service Contract Specialist in Tucson, Arizona

Summary This position is located in the Tucson Area Indian Health Service (TAIHS), Tucson Area Office, Division of Administration and Management, Acquisitions Management branch, located in Tucson, Arizona. The TAIHS is one of the 12 Indian Health Service (IHS) region administrative units. The Tucson Area provides technical assistance on the primary and community outreach programs for the Health Service to the Tohono O'odham Nation, Pascua Yaqui Tribe and the Tucson Urban Indian Center. Responsibilities This position is being re-advertised to solicit additional applications. Applicants who applied previously need not reapply unless submitting updated and/or missing information. Responsible for all aspects of the contracting transactions from initiation of requirement to recommendation of contract award to procure supplies or services with specialized requirements such as the procurement of complex equipment, services and/or construction. Prepares a written request for proposal and invitation for bids, publicizes the requirement, issues the solicitation document, analyzes offers received, prepares negotiation position, evaluates technical cost proposals, negotiates cost, fee, or profit as well as technical issues. Prepares timely responses to Congressional inquiries, Freedom of Information Act requests, or other sensitive correspondence. Coordinates a variety of contracts requiring the development of new or modified evaluation criteria, reporting requirements and contractual arrangements. Interprets contract provisions and methodologies to agency contractors ensuring procedures are in compliance with agency regulations. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S) for GS-05 through GS-12: A.) A four year course of study leading to a bachelor's degree with a major in any field; OR; B.) At least 24 semester hours in any combination of the following fields; accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. C.) Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-12 Grade Level: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Responsible for pre-award through post-award health related, regulatory functions. Incorporates Federal Acquisition Regulations (FAR) and policies in preparing solicitation documents, technical proposals, and cost data requirements. Ensuring submission of progress reports, make periodic visits to the contract's facility or work site. Expert in contract audits. Selective Placement Factor: Applicant must have a current Federal Acquisition Certification in Contracting (FAC-C-Professional) Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
