Summary

The Transmission Services department is responsible for compliance with PGE’s Open Access Transmission Tariff (OATT), OATI administration, FERC policy strategy and implementation, and State interconnection policy strategy and implementation. Transmission Services serves as transmission contract and compliance experts in the exploration and acquisition of new regional transmission investments and governs open access principles for transmission service. The team also contributes to the implementation of company goals such as the Extended Day-Ahead Market (EDAM) and the Virtual Power Plant (VPP).

The Manager, Transmission Development, Policy and Contracts position leads the Transmission Services team by developing employees, implementing policy and developing strategy for existing and new regulations, and collaborating with regional partners. This position is expected to represent PGE in state and regional forums and has the primary responsibility for compliance with the OATT. The manager is also expected to work collaboratively with internal stakeholders on corporate and department initiatives, process improvements, and strategy in service of PGE customers.

Key Responsibilities

Staff Management Manages transmission business line’s transmission development and origination, interconnection, sales, analysis and contract administration functions through a team of transmission and market policy analysts; strategy and integration analysts, and transmission system analysts; provides technical management for the team, ensuring that objectives are met and all relevant standards/procedures are followed; ensures that operational problems are identified and resolved; ensures that operational procedures and working practices are current and fit for the purpose.

Transmission Services Operations Support Provides direction to Transmission Services relevant to reliability, scheduling, accounting, monitoring, power and ancillary services delivery of PGE’s generating resources to PGE’s service area and to third-party customers in compliance with applicable government and company operating restrictions and established standards of conduct; ensures transmission and ancillary services are scheduled and delivered to wholesale customers in accordance with company standards of conduct and government “open access” rules. Identifies and implements changes in daily business processes that will ensure PGE’s customers’ interests are protected and compliant with all regulations. Ensures staff maintains a high level of operational proficiency within the field of power scheduling/load service/marketing activities to act as resource to frontline personnel, including policy and procedure recommendations and documentation.

Policy, Strategy and Continuous Improvement Provides leadership, management and direction in developing policies, strategies and improvements affecting the competitiveness and efficiency of PGE’s transmission and market activity, particularly in regional transmission planning and the development and acquisition of new transmission assets. Identifies and analyzes business solutions to complex transmission, energy supply and market issues; develops strategic and tactical plans for evaluating and addressing transmission and distribution issues, concerns and opportunities and recommends courses of action to ensure value for PGE’s customers. Ensures that solutions to questions or issues meet all requirements, applicable codes and regulatory requirements and solutions are cost-effective, safe, timely and follow sound business practices. Investigates how current and future wholesale transmission expansions, processes and solutions can be best utilized to advance PGE’s value proposition and vision to deliver reliable and economically efficient service to consumers of electricity. Acts as a project leader to direct the work of others and make decisions on projects and initiatives which impact PGE’s direction and transmission strategy.

Consulting and Advocacy Provides support in the strategic direction, planning, negotiation and development of national and regional transmission efforts; represents PGE’s interests on or to national and regional energy-related councils and regulatory bodies. Leads transmission development, origination, and regional system expansion policy development for all transmission issues facing PGE, including those issues which affect PGE’s transmission and energy supply businesses. Responsibilities include serving as lead on advocacy, strategy and continuous improvement development for PGE’s transmission development and origination, investigating how current and future transmission system expansions or acquisitions, processes and solutions can be best utilized to advance PGE’s value proposition and vision to deliver reliable and economically efficient service to consumers of electricity. Serves as one of the company’s primary resources for questions and issues related to transmission development, policy, and operational market design; ensures state-of-the-art expertise, consulting services, advocacy and creative problem-solving are provided to internal and external clients. Initiates and maintains stakeholder relationships to foster strategic transmission development and origination opportunities and system efficiencies; adheres to and applies sound transmission development financial practices. Develops reports and presentations and facilitates discussion of technical issues and solutions with business areas, executive management and stakeholders. Develops or directs development of comments and other advocacy materials to proposed changes by market providers and regulatory agencies. Tracks and monitors all docketed matters, identifies potential internal stakeholders and assists with the development of PGE's position.

Financial Management Monitors and manages expenditures, ensuring that all financial targets are met, and examines any areas where budgets/expenditures vary from plan; assists with the definition and operation of effective financial controls and decision-making.

Resourcing Oversees resourcing decisions and planning for team; partners with HR in the definition of jobs, recruitment, evaluation and selection processes.

Professional Development Reviews organizational development needs and training strategies to determine required learning and development outcomes for the team; provides guidance in the creation of development plans; monitors ongoing progress and provides coaching, mentoring and feedback; completes annual performance management reviews.

Qualifications

Education/Experience/Certifications

Education Requires a bachelor’s degree in any field or equivalent experience.

Experience Prefer eight or more years of utility technical or operations experience; experience in organized markets, ancillary products and services and in the CAISO market preferred.

Valid driver’s license required.

Compensation Range:

$125,790.00 - $233,610.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
