The primary purpose of this position is to serve as a senior Information Technology (IT) Specialist with responsibility for managing the base Local Area Network/Wide Area Network (LAN/WAN). Responsibilities Manages the base LAN/WAN systems, designs and monitors new complex network systems, configures and installs network hardware/software, and maintains LAN Operations. As a senior IT specialist, performs feasibility studies on complex information systems and conducts in-depth analyses complicated by novel problems. Keeps abreast of emerging technology to predict future network needs. As a senior IT specialist, participates in management discussions, meetings, committees, or special projects. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the general and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. and Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include monitoring the operation of networks and ensures that hardware and network operating software are functioning properly and that operation standards are met; Performs function tests on the hardware and network operating software to resolve technical problems and makes the appropriate on-site repairs; Providing ongoing support, resolution of complex problems and operating malfunctions involving various hardware components and network operating software failures. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols typically found at base level. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems. Knowledge of complex configuration management techniques, and requirements appropriate to managing base level network systems. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
