The position will support Tualatin and Sherwood, in addition to Tigard:

About Tualatin – Located south of Tigard at the intersection of highways 5 and 205, Tualatin is evenly split between residential and commercial/industrial land. Most of Tualatin’s 100+ year history was spent as a small town, but the population has grown to over 27,000 residents.

About Sherwood – Sherwood, Oregon is a welcoming community with residents who enjoy the quality of life afforded by picturesque surroundings, economic opportunities and community engagement. Sherwood has maintained it’s small-town feel while growing it’s residential and employment base. Just over 20,000 residents call Sherwood home and enjoy being part of the Willamette Valley known for its delectable Pinot Noirs and views of the Tualatin and Chehalem Mountains. Sherwood is located in Washington County, a hub for microchip and advanced manufacturing, with a population of approximately 450,000 residents. Washington County communities serve as great places to raise families for those working in Portland as well as neighboring employment centers that make up the metro region.

Examples of Duties

The City of Tigard is recruiting for the City/County Liaison position. The Liaison will support efforts that have a direct impact on homelessness within the SE Washington County cities.

The position will work in coordination with city services including community engagement, law enforcement, fire and rescue, libraries, neighborhood associations or Community Participation Organizations (CPOs), public works, parks, utility providers, and other departments and institutions that are engaged in issues relating to homelessness to address programmatic, communications, and community needs.

The Liaison will be tasked with engaging in conversations with leadership teams in all three cities as well as the County Supportive Housing Services Department to elevate issues related to houselessness in SE Washington County.

The Liaison position will be housed in Tigard’s City Manager’s Office and will provide coordination activities to the City of Tigard approximately 50%, Tualatin 25%, and Sherwood 25% of the time, with the understanding that this distribution may vary as needed.

  • Public relations and communication with business partners, law enforcement, libraries, neighborhood associations or CPOs, public works, parks, utility providers, etc

  • Coordination of the Cities’ participation in the annual Point in Time (PIT) Count

  • Service provision planning and advising at the system level with County staff for new shelter, access centers, or other homeless service programming;

  • Address challenges with local service providers regarding quality of care or other program challenges

  • Participate in services coordination meetings with County staff and local service providers;

  • Conduct local analysis of systems gaps and service delivery opportunities to inform system planning and investment strategies with the County staff;

  • Attend regular coordination meetings with County staff and local service providers as a representative for SE Washington County

  • Engage with Washington County to collect data and report results to City leadership

Minimum Qualifications

Any combination of training and experience, which would provide the required knowledge, skills and abilities, to perform the essential functions of the position, may be qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to the completion of a Bachelor's Degree in business or public administration, public relations or public affairs, marketing communication, event coordination or a related field, AND

  • A minimum of two (2) years' experience in program planning, development, event coordination, and administration, and/or community outreach programs in public or private organizations.

Supplemental Information

Union Representation: This position is not represented by a union.

Schedule: 40 hours per week. 40 hours per week. Tigard is a progressive employer with a 4-day work (Monday-Thursday) week. Work schedule includes a combination of office and off-site meetings (some evenings). There is an opportunity for remote work up to 75% of the time.

Compensation: The hourly range for the position is $30.63-$40.05 The starting pay assignment, based on an analysis of the successful candidate’s related experience and education in accordance with the city’s pay equity policy and the Oregon Equal Pay Act, would be no higher than $36.04 per hour
