Under specified supervision, performs complex work using ESRI Suite of Software Products including but not limited to, ArcMap, ArcGIS Pro and ArcCatalog; performs computerized mapping and analytical functions; and provides GIS customer service and support for the city.

Under general supervision, incumbents perform basic database design, data maintenance, and research and mapping analysis. GIS Analyst I is distinguished from GIS Analyst II in the expertise and work experience in specific software applications such as ArcGIS/ArcMAP, ArcGIS Pro and ArcCatalog.

Positions in this class are flexibly staffed and are normally filled by advancement from level I or, when filled from the outside, require previous directly related experience.

ESSENTIAL FUNCTIONS

(Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. The list of tasks is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks performed by positions in this class.)

Develops methods of analyzing and depicting geographic information; manages and performs computerized mapping projects of varying complexity; responsible for database management, including data entry.

Researches and maintains a variety of spatial and associated attribute data for the city, including but not limited to, municipal boundaries, parcel, addressing, zoning, land use, subdivision, vacant land, transportation, utility and raw water, and other data layers as needed. Creates and maintains standard and customized digital maps as requested, including adapting existing and developing new spatial data sources, and designing and producing map layouts for presentation purposes; creates map templates supporting end user needs.

Advises on methods of depicting spatial data, creating thematic maps, and translating project goals into appropriate map displays; advises on the level of data accuracy given the available data and its data limitations.

Participates in a team environment to assist and recommend methodology to be used to create special studies; projects and reports where GIS spatial accuracy and expertise is needed.

Documents methodology and data sources used in the creation of spatial data and map compositions.

Researches data sources and obtains data from other agencies and departments supporting citywide customer service requests; utilizes database management tools.

Provides assistance and training to other staff members on the use of desktop mapping applications and processes.

Assists in the design and maintenance of data systems to interface with GIS and the City View data system.

Participates on intra- and inter-departmental committees working on data and mapping systems for the city.

May be required to work overtime as needed.

Performs other duties as assigned.

QUALIFICATIONS

Education/Experience:

Bachelor’s degree in GIS, Computer Science, Urban Planning/GIS emphasis or related field from an accredited college or university; two years of experience in computer mapping using the ESRI Suite of Products including but not limited to, ArcMAP, ArcGIS Pro and/or ArcSDE working environments. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:

May need the ability to travel to various locations in a timely manner as the job requires.

Knowledge, Skills and Abilities:

Knowledge of the policies, procedures and goals of the city of Thornton and the department.Knowledge of computer mapping programs as required including ArcMap and ArcGIS Pro to a sufficient level of expertise to produce and maintain complex spatial data and map compositions, and of current computer mapping practices and procedures.

Knowledge of PC-based programs used in creating and manipulating databases and producing reports including Access, Excel and Word or equivalent programs.

Knowledge of sources of digital and attribute data useful in creating digital spatial data and map compositions.

Knowledge of database programs and methods of importing and exporting data to a geographic information system, and ability to utilize this data in creating maps.

Knowledge of documenting methods and data used to create spatial data and map compositions.

Skill in using computer mapping programs to a sufficient level of expertise to create spatial data and map compositions.

Skill in developing both internal and external data sources and in maintaining and using databases and database programs.

Ability to comprehend and apply municipal mapping requirements in terms of the types of data collected, managed and displayed, and the policy issues related to the distribution and release of such data.

Ability to operate a PC in a Windows Environment.

Ability to comprehend project goals and requirements and to make recommendations on approaches to be used in attaining these goals and objectives.

Ability to perform analysis of project goals and requirements in order to select data sources and develop appropriate mapping methods and graphic displays.

Ability to create customized thematic maps.

Ability to develop systems for maintaining map coverage assigned and maintaining coverage.

Ability to conduct field work and research necessary to develop and check data sources used in creating maps and graphic displays of information.

Ability to use documenting methods and data used to create spatial data and map compositions.

Ability to assist the public, staff members, and others in using mapping resources.

Ability to use materials and equipment used in accomplishing work assignments including computers, large format color plotters, large format copiers, and other office equipment.

Ability to use standard office software including word processing, database management, spreadsheet applications and electronic mail.

Ability to listen well and communicate effectively orally and in writing with various audiences.

Ability to establish and maintain effective working relationships with City employees, consultants, other agencies and the general public.

Physical and Mental Requirements:

While performing the essential duties of this job, the employee is regularly required to sit, finger, grasp, talk, hear, and make repetitive motions. This position is considered mostly sedentary work; exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. The employee is required to have close visual acuity. The majority of work tasks are performed in an office environment.
