Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus four years of professional level experience in long-term care eligibility programs. One year of this experience must have been at the supervisory level or above.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree will substitute for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTE:

Any college hours or degree must be from an accredited college or university.

NOTE:

An applicant may be required to possess a valid Louisiana driver's license at time of appointment.

Broad from a Medicaid LTC Assistant Director. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Direct over Medicaid LTC Supervisors. Other reporting relationships may be approved by SCS.

LOCATION OF WORK:

Department of Health, Medical Vendor Administration. Other locations may be approved by SCS.

JOB DISTINCTIONS:

Differs from Medicaid LTC Supervisor by the presence of managerial responsibilities.

Differs from Medicaid LTC Assistant Director by the absence of administrative responsibility for a Medicaid Long-Term Care program.

Examples of Work

EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.

Manages a Medicaid Long-Term Care program area such as the Strategic Compliance Unit, Waivers, Satellite Facility Offices, or Facilities and Group Homes.

Assures that Long-Term Care programs are accurately delivered to the public in accordance with federal, state, and agency rules, policy and procedures. Directs and coordinates the implementation of the Medicaid program.

Evaluates the programmatic administration of the unit to determine if the agency objectives and goals are being met; develops corrective action as necessary.

Develops and maintains working relationships with federal, state, and local agencies in the private and public sectors to encourage the development of resources and integration of the agency with the surrounding community.

Reviews proposed and enacted legislation to assess potential agency impact; prepares program analysis of legislation. Corresponds with legislators on matters of eligibility, as applicable.

Advises program officials of unusual problems and recommends corrective actions.

Maintains records, prepares reports, and drafts correspondence relative to the units assigned.

Develops goals, objectives, and strategies to effectively deliver required services.

Secures and maintains offices including all equipment and services necessary for office operations and the delivery of services to clients.

Directs special studies or projects.
