Position Summary:

UTHealth Houston's IT department is seeking a highly qualified Associate Director of IT Finance and Administration. This pivotal role will oversee and manage the department's comprehensive financial operations, focusing on ensuring accurate and efficient internal services billing. The position also encompasses a broad range of responsibilities, including the administration of central and practice plan operations. This includes managing personnel actions such as hiring, promotions, posting positions, and other HR-related processes essential for maintaining a solid and capable workforce within the IT department.

The Associate Director will also be responsible for handling procurement requests, which involve the acquisition of necessary goods and services for the department. In addition, the role includes overseeing the payment of invoices and ensuring that all financial obligations are met promptly and accurately. This includes meticulous management of financial transactions and the maintenance of records for auditing and reporting purposes.

Operational oversight is critical to this role, requiring the Associate Director to manage day-to-day financial activities and provide strategic financial advice to IT leaders. This involves analyzing financial data, identifying trends, and offering budget planning and resource allocation guidance. The position requires a deep understanding of financial management principles and the ability to communicate complex financial information clearly and effectively to senior leadership.

Position Key Accountabilities:

Essential Functions

  • Responsible for the financial integrity of the department's procurement activities, including account code selection and budget availability. Assists with the monthly review and validation of departmental financial reports.

  • Oversees internal fees for service operations. Assesses the legitimacy of these activities and their ability to operate without deficits. Maintain accounting records and controls and report on operations results.

  • Performs various accounting and control functions for capital projects, including tracking expenditures versus project budgets and verifying project funding.

  • Responsible for the design, execution, and effectiveness of a system of internal controls that provides reasonable assurance that operations are effective and efficient, assets are safeguarded, and financial information is reliable and compliant with applicable laws, regulations, policies, and procedures.

  • Assists and works closely with the Vice President, Executive Directors, and other key administrative officers, as well as the Budgeting and Financial Reporting Office with budget preparation.

  • Monitors and reports the results of financial activity for all IT operations and system support versus established budgets.

  • Monitors the monthly results of operations for several internal service centers to ensure service centers are operated within guidelines.

  • Manages Human Resources activities of department in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning.

  • Performs other duties as assigned.

Certification/Skills:

  • Strong organizational abilities with a keen eye for detail and the ability to manage multiple tasks simultaneously.

  • Excellent interpersonal and communication skills to effectively collaborate with various teams and stakeholders.

  • Certified Public Accountant (CPA) preferred

Minimum Education:

Bachelor's Degree in accounting/finance required

Minimum Experience:

Six years of progressively responsible experience in accounting and administrative activities, as listed in the position's key accountabilities, required

Physical Requirements:

Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
