Position Summary:

The South Houston Green Power Operations Excellence Specialist conducts training of unit personnel in support of regulatory compliance and continuous improvement, uses assessment tools to ensure that knowledge and skill requirements are effectively transferred in alignment with Refining Standard Practices. The Operations Excellence Specialist also establishes and maintains a culture of safety and environmental excellence through preparation of plans for the execution of major projects and turnaround work, primarily focused on rules and regulations required for shutdown, LOTO, decontamination and startup procedures and associated activities to execute work. The candidate chosen will work a 9/80 schedule.

Key Responsibilities:

  • Regularly reviews all training materials for accuracy and alignment with instructional system design principles.

  • Communicates training status and progress for unit personnel, proactively identifying exceptions for resolution.

  • Develops and updates operating procedures to ensure compliance with regulatory and corporate requirements, specifically RSP-1304 and other associated RSPs, with input from operators and operating leaders while ensuring management of change (MOC) is followed.

  • Participate as the Operations Representative in project development, P&ID reviews, and Engineering/Construction Package reviews.

  • Participates in development of non-routine equipment repair plans and commissioning of new equipment by developing procedures, in addition to review of equipment isolations, piping and instrumentation diagrams, and walk-downs.

  • Evaluates, verifies and coordinates the annual procedure certification process.

  • Proactively identifies performance gaps and upskilling opportunities to raise the bar on operator competency.

  • Monitors unit operation and collaborates with the Day Foreman and Technical Services to optimize the process and/or troubleshoot unit issues.

  • Lead and/or actively participate in the Management of Change process, Pre-startup Safety Reviews, What-if Analyses, and Incident Investigations.

  • Step up to assume roles and responsibilities in filling Day Foreman vacancies as necessary.

Education and Experience:

  • High school diploma required; Associate degree in Process Technology preferred. (Education must be obtained/completed prior to start date)

  • Minimum 2 years industry experience refining, petrochemical, or cogeneration/power industry experience required.

  • Prior process experience with gas turbine generators and water treatment plants is preferred.
