Duties and Responsibilities: - Prepare and review Environmental Coordinator technical documents to facilitate the optimal implementation of the pre-award program and project management phase of projects within MCBCB AOR and to ensure requirements are transitioned to MCBCB Environmental for post-award tracking of environmental requirements. - Coordinate and advise program leadership with planning, initiating, managing, execution and closeout via briefs, meetings, discussions. - Advise JRM, GPMO, MCBCB and OICC on workload planning, task assignment, organization and overall requirements management. - Generate reports and documentation associated with project/program objectives. - Coordinate and lead stakeholder briefings, trainings and encourage proper participation in required meetings. - Review environmental, design and construction projects and provides comments relative to environmental compliance relative to water, wastewater, solid waste, hazardous waste, etc. - Attend design and land use review conferences and meetings to provide technical input on regulatory requirements and provide comments and recommendations on changes to designs. - Notify and/or advise the ARE, OICC, GPMO or MCBCB of any potential conflicts or delays caused by active projects that could impact projects pending planning, design, and construction award. - Assist agencies in planning, initiating, managing, executing, and closing out of projects to included interface with regulatory and land management agencies. - Oversee the environmental mitigation execution, priorities of work, and schedules with JRM/NAVFAC real estate/environmental SMEs, project managers, and construction managers in support of the environmental, design and construction projects in coordination with GPMO, OICC and MCBCB, as appropriate. - Reinforce environmental Guam DPRI program requirements with NAVFAC Pacific DC/OICC personnel through briefs, meetings and supplemental training covering OICC OPSNOTEs and GPMO instructions on environmental requirements as it pertains to design and construction. - Track pre-award requirements with NAVFAC PM/DM for environmental design checklists, control use of Guam DPRI EV specifications in RFPs and track GEPA design review submittals for non-enduring activities. - Coordinate and process design and construction Guam DPRI EV Clearance Request Forms ahead of non-enduring activities. - Monitor OICC environmental performance via as-needed programmatic audits of MILCON/Mamizu projects (construction and environmental). - Access and utilize web-accessible trackers and populate environmental or project information to facilitate MCBCB priorities. - Assist in coordinating MILCON/Mamizu projects environmental documents closeout. - Serve as MCBCB, OICC and GPMO issue coordinator to assigned JRM Liaison at Guam EPA or JRM CPLO and track risk items for communication/resolution to NAVFAC and other entities in coordination with MCBCB. - Identify conflicts and inconsistencies between the environmental and the design/construction requirements and lead implementation of corrective actions. - Other appropriate tasks and duties as identified by the Contracting Officer Representative or designee to support OI C, GPMO and MCBCB achievement of environmental compliance with non-enduring Guam DPRI requirements and other MCBCB priorities. - Coordinate review of environmental coordinator documents and technical studies within NAVFAC Pacific departments, Department of Navy commands, other military services, regulatory and cooperating agencies, and the affected public. - Assist in processing of environmental coordinator documents via the supported activity chain of command. - Identify potential mitigation alternatives, for activities that may affect the use or operation of DoD controlled facilities and properties, to ensure compliance with NEPA, Clean Air Act, Clean Water Act, Coastal Zone Management Act, Endangered Species Act, National Historic Preservation Act, Marine Mammal Protection Act, and other related environmental legislation and DoD policy. - Perform analytical work to contribute to the development of mitigating measures to minimize environmental impacts. - Review Navy Shore Facilities planning documents (i.e., Master Plans, Capital Improvement Plans, Special Studies, Construction and Repair projects and Site Approval Requests) to identify environmental and encroachment problems and additional studies and documentation requirements. - Assist in maintaining administrative records. - Other duties as assigned by Supervisor. Certifications, License and Physical Requirements: - A bachelor's degree from an accredited college in one (or more) of the following: - Physical Science - Biology - Engineering - Community Planning - Public Administration - Other Related Sciences - Work experience in environmental and technical coordination in accordance with environmental laws, real estate requirements, and related construction or legal criteria. - Experience coordinating environmental requirements in preparation of Department of Defense plans in the Pacific region is not required, but is highly desirable. - Working knowledge of current major environmental laws and regulations, including NEPA, Clean Air Act, Clean Water Act, Coastal Zone Management Act, Endangered Species Act, National Historic Preservation Act, Marine Mammal Protection Act, and other related environmental legislations.
