Citi’s Functions Technology is responsible for delivering Technology solutions to Citi's Functions organizations. Functions Technology mission is to optimize Citi's Technology environment by delivering world class applications, driving standardization of the production environment, reducing complexity, optimizing management of systems supporting global functions such as Compliance, Controls, Internal Audit and Risk, and introducing innovative technologies that provide new business capabilities, reduce the technology total cost of ownership, and create a competitive advantage for Citi.

The IT Project Group Manager of Special Projects will be responsible for program / project management of key initiatives across the technology organization such as SDLC simplification and GenAI Policy Assist which aims at reducing complexity, driving standardization, and increasing developer productivity. In addition, there will be adhoc senior program/project management responsibilities which will be under of the Regulatory and Special Projects Team. This role will be supporting Functions Technology but will also be supporting wider Technology initiatives across CTO. This Senior Vice President will need to ensure proper stakeholder engagement and be the first point of escalation for program and project managers of all risks and issues impacting execution. They will need to ensure their team maintain strong program and project management principles and disciple while ensuring adherence to policies and procedures. Senior Vice President will need to lead Program and project managers to work with engineers, scrum masters, applications managers, and other roles to ensure delivery commitments are met.

Excellent verbal and presentation communication skills required to negotiate internally, provide senior leadership, guidance, and solutions usually at a senior level. Full management responsibility for coordinating across multiple teams, including management of people, to include duties such as performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval. May be doing involved or responsible for diverse (cross-discipline) activities. Typically, a direct report to a C15 role and function as an integral member of the functional leadership team within a country/site location, job family, or line of business.

Must have:

  • Ability to articulate ROI based on data analysis and metrics.

  • Excellent visualization and ability to communicate the value creation, progress, and challenge at the Executive level.

  • Candidate will be responsible for identifying, prioritizing, standardizing, and executing tasks in the software development life cycle.

  • Determine risk factors to addressed, redundant/ineffective controls and determine risk mitigating actions and controls.

  • Ensuring that the software system is scalable, maintainable, and secure by making high-level design choices and setting technical standards for the project.

  • Evaluating and selecting third-party tools, libraries, and platforms that best suit the project's requirements while considering factors such as cost, performance, and compatibility.

  • Creating and maintaining comprehensive software architecture documentation, including design decisions, architectural patterns, and technical standards, to serve as a reference for the development team and other stakeholders throughout the product roadmap.

  • Clear understanding of Cloud technologies, microservices based architecture and Light speed enterprise.

  • Candidate has working knowledge of object-oriented languages like Java and frontend technologies Angular, java script.

  • Successfully rolled out software with best CI/CD practices

  • Candidate will have to collaborate with the internal teams and vendors to standardize tools and policies.

Responsibilities:

  • Self starters and able to build /coach strong team

  • Supports BOW all activities from initiation through closing including directing and coordination of day-to-day activities with other execution roles i.e engineers, architects, application managers.

  • C-suite level executive level internal and external reporting

  • Ensure all Program and project managers are properly trained and are compliant with CPPMP/CPPMS

  • Ensure teams are within risk appetite for Tech and PM scorecards.

  • Manage and oversee the BOW Cross Function Internal and External plan dependencies.

  • Identifies stakeholders in key organizations and build and manage relationships with each stakeholder.

  • Directs the creation of multiple programs of work and manage their alignment to business goals.

  • Leads the facilitation, coordination, and arbitration of cross-functional macro level topics within/across programs and with Senior Management.

  • Leads the identification and drive resolution of issues, including those outside established programs of work.

  • Works with stakeholders to ensure program scope definition meet business objectives and partner with Program Sponsor to ensure business case/cost benefit analysis is in line with business goals.

  • Drives adherence to program processes, procedures, methods, and standards for program delivery and leverage across the program.

  • Assists program team in negotiating for resources owned by other departments in order ensure the program is completed within stated timelines.

  • Directs the communication of status, issue, and risk disposition to all stakeholders, including senior management, on a timely basis.

  • Directs the identification of risks which impact program delivery and ensure mitigation strategies are developed and executed when necessary.

  • Manages a team of employees and coach and evaluate performance and makes recommendations for pay increases, promotion etc.

  • Appropriately assess risk when business decisions are made, demonstrating consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Qualifications:

  • 10+ years of experience within Finance function/technology/start-up industry.

  • Demonstrate a consistent track record having worked as a Developer, Agile/Program or Project Manager/Lead, managing teams and large, strategic cross-functional technology projects.

  • Developing enterprise wide software solutions

  • SAFe Agile Certification, CAPM, PMP, PgMP and/or MBA are a plus

Education:

  • Bachelor’s/University degree or equivalent experience, potentially Master’s degree and managerial experience

  • Background in Computer Science and Information Systems

$130,880.00 - $196,320.00
