    POSITION DESCRIPTION: Acts as a principal staff advisor and provides expertise in the review and oversight of all matters relating to the development and monitoring of the Statewide Planning Work Program (Metropolitan Planning, Federal Highway Planning, Metropolitan Planning Office Advisory Council (MPOAC), State Planning and Research), Rest Areas, Weigh Stations, and Trail programs contained in the Department's Five-Year Work Program. Reviews and analyzes program areas of responsibility on a weekly basis. Ensures the accurate programming and maintenance of all data in the Work Program Administration system for items funded with specific fund codes for assigned areas. Provides technical advice in programming and verification of all data elements and segments in the Work Program Administration (WPA) system.

    Ensures the Work Program is developed in compliance with State and Federal laws, regulations, Department policies and procedures and Work Program Instructions. Ensure necessary action is taken to correct any area of non-compliance. Reviews and analyzes all proposed modifications and amendments to the Work Program assigned areas. Develops recommendations for approval or rejection. Monitors development, management and implementation of the programs to ensure consistency with the program plan, Department priorities, objectives and production schedules to ensure delivery and minimize negative impacts to the program.

Assists Statewide Program Manager with developing, monitoring, and analyzing Moving Florida Forward (MFF) and Strategic Intermodal System (SIS). This includes monitoring statewide funds and budget balances in these areas to ensure the districts can properly support delivery of projects. Provides on-going technical assistance to the District Work Program staff on related matters regarding program areas. Provides written recommendations of updates to the Work Program Instructions. Acts as backup coordinator for various areas within Statewide Programs.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the transportation planning process and the associated regulations. Knowledge of basic mathematics. Knowledge of the principles and techniques of effective communication. Knowledge of problem-solving techniques. Ability to analyze and evaluate data related to transportation. Ability to prepare correspondence and reports. Ability to perform mathematical calculations. Ability to utilize problem solving techniques. Ability to determine work priorities and ensure proper completion of work assignments within deadlines. Ability to establish and maintain effective working relationships with others. Knowledge of the five-year transportation program development process. Knowledge of the Department’s budgeting and fiscal procedures. Knowledge of the Department’s Financial Management (FM) System. Skills interpreting state and federal regulations and Department policy. Ability to effectively communicate verbally and in writing. Skilled in using computers and working knowledge of Microsoft Office applications (Outlook, Work, Excel, and PowerPoint).

MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university and five years of professional experience in the field of financial analysis. A master’s degree from an accredited college or university can substitute for one year of the required experience. Professional experience in the fields of Finance, Economics, Public Administration, Business Administration, Policy Analysis, financial modeling, accounting, statistics, transportation financial analysis or work program development can substitute on a year-for-year basis for the required college education.
