THIS IS A STATE OF FLORIDA SELECTED EXEMPT SERVICE (SES) POSITION.

Job Description:

This position oversees and supervises the External Affairs unit within the Division of Blind Services Director's Office. The incumbent acts as a Senior Advisor and Chief of External Affairs, particularly in the areas of Communications and Client Resolution.

Examples of Work:

  • Serves as the Senior Advisor to the Director and as a key member of the Division's Senior Leadership Team.

  • Performs independent management and consultative work by providing identification and resolution of complex operational and management problems within the Division.

  • Work involves review and formulation of proposed solutions, planning, analysis, auditing, monitoring, technical assistance, and training functions.

  • Investigates, assesses and analyzes issues or problems and provides direction, guidance, and consultation to management and administrative staff in the development of procedures required in implementing policies, achieving goals and objectives or resolving operational problems.

  • Represents the Director at various meetings and outreach events.

  • Supervises the Communications staff and manages the development and implementation of the Communications plan for the Division.

  • Oversees and assists with the Division newsletter, media inquiries, public inquiries, community events and activities, staff recognition, developing relationship bridges with stakeholders, monitors website content, manages the Division's Facebook and Twitter accounts, as well as all internal and external modes of communication.

  • Oversees all aspects of community outreach programs to maximize efforts to reach future clients and educate the public about the Division's programs and services.

  • Provides analytical work involving an independent, objective assurance and consulting activity designed to add value and improve the organization's operations by bringing a systematic approach to evaluate and improve the effectiveness of management, control, and governance processes.

  • Coordinates activities with the Director, Deputy Director, and the Bureau Chiefs of Client Services, Business Enterprise Program, Finance and Operations, the Braille and Talking Book Library, and the Career, Technology, and Training Center for the Blind & Visually Impaired (CTTC), as well as other affected Departmental entities.

  • Identifies statewide operational problems and provides resolutions.

  • Serves on teams which evaluate andd develop policies and procedures on statewide programmatic and/or administrative issues. Implements procedures for placing policies into effect.

  • Manages the oversight of the Division's gifts and donations fund grant project, including the revision to the process and application procedures and forms; management and coordination of application procedures and coordinates the award and contract monitoring protocols and procedures with division leadership, district staff, and awardees.

  • Oversees the team for the compilation of information and presentation of materials pertaining to legislative initiatives.

  • Works with division staff (budget, personnel, and programmatic program managers) to gather pertinent information as needed for legislative actions.

  • Performs other duties and projects as needed.

  • Travel is required.

    Knowledge, Skills and Abilities:

  • Knowledge of Division programs.

  • Knowledge of Federal/State Rules.

  • Ability to generate reports and spreadsheets.

  • Ability to develop Powerpoint Presentations.

  • Ability to communicate effectively.

  • Ability to establish and maintain effective working relationships.

  • Knowledge of the Microsoft Suite of Products which includes Word, Outlook, Excel, Powerpoint.
