The Work You Will Do:

We are looking for highly motivated and detail-oriented candidates with great customer service skills for this leading Purchasing Analyst position. This is a highly responsible position within the Procurement Section of the Bureau of Procurement & Contracting Services (BPCS) that processes complex solicitations: ITNs, RFSOQs (287.055, F.S.), RFPs, & ITBs, as well as RFIs. This position may be required to travel and must have a valid driver’s license. This position ensures compliance with all Department Policies, Florida Statutes, Administrative Code, and other Purchasing Rules, Regulations, and Procedures.

The Division of Administrative Services provides centralized administrative support to DEP and its employees. Within this Division, BPCS is responsible for DEP’s procurement and contracting needs which includes planning, facilitating, and executing all formal competitive solicitations, procurements, and contracting activities.

This position is in Tallahassee, Florida.

    Pay:

    The annual salary range for this position will be $60,000.00 - $64,000.00 per year, based on experience.

    Your Specific Responsibilities:

  • Ensures compliance with all Department Policies, Florida Statutes, Administrative Code, and other Purchasing Rules, Regulations, and Procedures.

  • Develops competitive solicitation documents (ITB, RFP, ITN, & RFSOQ) and conducts solicitation process activities to include RFIs.

  • Drafts, reviews, and processes contracts in relation to assigned solicitations.

  • Serves as a liaison for agency staff, vendors, and other state agencies for solicitation matters.

  • Submits all reports and required paperwork in a timely manner.

  • Maintains files as required and processes public record requests as needed.

  • Assists the Contracts Section when needed to draft, review, and process contracts, amendments, change orders, renewals, and funding increment letters. Also assists with entering all required documentation in FACTS and OCULUS.

  • Assists the MyFloridaMarketPlace (MFMP) Section when needed to review and process requisitions, single sources, alternate contract source requests, and quality assurance reviews of agency purchasing card transactions.

  • Proactively identifies and meets the needs of all customers both internally (section, bureau, division, & agency) and externally (citizens, vendors, recipients, other agencies, etc.). Employee is expected to be prompt, responsive, solution oriented, helpful, cooperative, polite, respectful, and concerned for the customer at all times.

  • Develops and maintains effective working relationships with internal and external stakeholders.

  • Performs other related duties as required.

    Required Knowledge, Skills, and Abilities:

  • Knowledge of procurement including purchasing, contracting, and competitive solicitations.

  • Knowledge of and ability to effectively use computers and the following applications: Microsoft Outlook, Word, Excel, PowerPoint, SharePoint, Adobe Acrobat, LiveCycle, MFMP/AOD, VIP, FACTS, and OCULUS.

  • Knowledge of and the ability to comprehend Chapters 112,119,120, 212, 215, 216, 283, 286, 287, 413, and 946, Florida Statutes; Chapters 60A-1 and 69I, Florida Administrative Code; and CFO Memoranda.

  • Ability to create job aids, tools, and other materials.

  • Ability to train and assist employees in the use of new forms, reports, and procedures.

  • Ability to communicate effectively and accurately both verbally and in writing including use of proper grammar, spelling, and composition of the English language.

  • Ability to implement policies, procedures, goals, and objectives.

  • Ability to prioritize, organize, and perform multiple work assignments while meeting deadlines and maintaining scheduled timeframes in a fast-paced environment with competing deadlines.

  • Ability to develop contracts to include; scope, deliverables, performance measures, and financial consequences.

  • Ability to establish and maintain effective working relationships with others, must work well independently, and be able to work in a team environment to complete assignments and projects.

  • Ability to research, analyze, document, compile data effectively in a variety of reporting formats.

  • Ability to prioritize all tasks, projects, job duties, and responsibilities.

  • Ability to and willingness to accept change in a rapidly changing environment.

    Required Qualifications:

  • High School or GED equivalent, and four years fo verifiable related work expereience.

    Preferred Qualifications:

  • Professional experience, of at least three (3) years, in a State of Florida procurement office processing competitive formal solicitations and contracts under Chapter 287, F.S.

  • Professional experience, of at least two (2) years of direct experience developing a scope of work including deliverables, performance measures, and financial consequences.

  • Florida Certified Contract Manager (FCCM).

  • Certified Contract Negotiator (FCCN) designation.
