This is a Purchasing Agent III position within the Office Contracted Client Services, Bureau of Purchasing Administration, located in Tallahassee, Florida.

ABOUT THE DEPARTMENT OF DEPARTMENT OF CHILDREN AND FAMILIES (DCF)

The mission of the Department of Children and Families is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency. Ch.20.19, F.S.

PURCHASING ADMINISTRATION

The Bureau of Purchasing Administration provides commodity and service information and purchasing assistance to Department personnel. Purchasing requests are reviewed to ensure that purchasing policies, rules, and laws are upheld, and the Department’s purchases are efficient, cost effective, and provide the best value to the State.

CONDITIONS OF EMPLOYMENT

Minimum requirements of employment include:

  • High school diploma or equivalent; and

  • One (1) year of administrative or clerical experience in a professional setting.

    Preference will be given to applicants with advanced knowledge of creating excel spreadsheets and an associate degree or higher from an accredited college or university.

    New employees of the Department of Children and Families will be required to:

  • Pass a National FBI Background check.

  • Participate in a direct deposit/electronic transfer program.

    The Department of Children and Families is paid on a bi-weekly basis.

    SELECTED CANDIDATE WILL:

  • Review and approve requisitions within MyFloridaMarketPlace (MFMP) for the purchase of commodities and services.

  • Ensure purchases are complete, accurate, and in compliance with policies, rules, and law prior to processing.

  • Research and provide customers with information regarding prices and availability for commodities and services needed.

  • Assist customers in determining correct procurement methods, sources, and specifications.

  • Maintain possession of State-issued Purchasing Card (PCard) and clear all transactions in the Bank of America Works system within three business days.

  • Provide guidance and assistance to customers on how to process their PCard transactions in compliance with the Department’s PCard Policy.

    DUTIES AND RESPONSIBILITIES:

    This position effectively reviews and processes purchases and coordinates activities to meet business needs of the Department, through purchasing strategies, policies, and procedures.

    Responsibilities include:

  • Demonstrating accuracy and thoroughness by interpreting and approving purchases for proper coding, contract utilization, cost comparison, support justification, special routing requirements, and available market resources.

  • Promoting improvement, efficiency, and effectiveness of procurement activities by providing guidance on purchasing policy, rule, and law to customers.

  • Maintaining and reviewing records of items purchased in a concise, descriptive, cohesive, and well written manner.

    KNOWLEDGE REQUIREMENTS:

  • Principles and techniques of effective communication.

  • Administrative principles and practices.

  • Methods of data collection.

  • Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams).

    ABILITY REQUIREMENTS:

  • Evaluate, analyze, and verify data relating to purchasing activities for accuracy and completeness.

  • Understand and apply applicable rules, regulations, policies, and procedures relating to purchasing activities.

  • Develop and organize data into logical format for presentation in reports, proposals, and other written documents.

  • Utilize problem-solving techniques.

  • Work independently and be self-motivated.

  • Plan, organize, coordinate, prioritize, and ensure proper completion of work assignments.

  • Communicate effectively both orally and in writing

  • Establish and maintain effective working relationships with others.

  • Organize and prepare written data into logical and correct format.

  • Maintain files.

  • Prepare correspondence in a professional manner.
