The Work You Will Do:

The OPS GOC II provides administrative and budget support for the Aquatic Preserves in the Northwest Region of ORCP including the Northwest Florida APs, Central Panhandle APs, Lake Jackson AP, Big Bend Seagrasses APs, Rainbow Springs/Oklawaha APs and the Nature Coast AP. Administrative oversight includes but is not limited to contracts, grants, purchasing, budget, and office support.

The thirteen Aquatic Preserves in the Northwest Region span from Pensacola to Tampa Bay along the coast, and inland include Lake Jackson in Tallahassee, and Rainbow Springs and Oklawaha River in Marion County. In total, the Aquatic Preserves manage over 1.6 million acres of state sovereign submerged land, which provides habitat to sea and shore birds; shellfish including clams, oysters, scallops, pink shrimp, and blue crab; sea turtles; sponges; coral; sport fish; dolphins; and the threatened Gulf sturgeon and Florida manatee. The Aquatic Preserves protect unique ecosystems including oyster reefs, sinkhole lakes, springs, river runs, hardbottom habitat and expansive seagrass beds.

The Budget and Grants Manager supports the mission of DEP to protect, conserve and manage the state’s natural resources and enforcement of its environmental laws through managing the funding of the Reserve programs, exhibits, outreach, and research for Florida citizens and out-of-area visitors.

The Budget and Grants Manager position is critical to DEP by maintaining adherence to the guidance and laws surrounding the receipt and expensing of funding from the State of Florida, federal sources, and other sources to continue the environmental research and programs for the benefit of the taxpayers and visitors to advance Florida’s position as a world leader in protecting natural resources while growing the state’s economy.

    Pay:

    The salary for this position is $20.00 per hour for a 40 hour work week.

    Your Specific Responsibilities:

    Incumbent will monitor, review and compile monthly budget reports to ensure adequate funds are available for the Aquatic Preserves. They will track diverse funding sources including: LATF salary and expense; FGTF salary, expense, and special projects (CZM operations; CZM 309); GDTF OPS and expense; and funding through DEP line offices: DWRA, OEAT, and DEAR. They will submit invoices for payment (contracts, grant subawards, requisitions, orders and utilities) in a timely manner. They will work with the CZM funding coordinator, regional budget coordinator and the ORCP budget coordinator to determine allocation needs, legislative budget requests and additional funding needed for repairs or maintenance.

    The incumbent will work with the AP managers and staff to complete purchasing through Pcard, Purchase Orders and Purchase Requisitions. They will obtain price quotes and state contract information as required for purchasing. They will use My Florida Marketplace (MFMP) website to requisition purchases. They will serve as Pcard auditor for AP staff and ensure that Works transactions are completed and approved by agency deadlines. They will support travel request processes as needed.

    They will work with each AP manager to maintain inventory at each location and complete annual property inventory in a timely manner. They will collect utility information at each facility to complete annual utility reports.

    They will submit monthly vehicle logs to FleetWave and Oculus and will maintain repository of all monthly vehicle inspections, vessel inspections and float, snorkel and dive plans as needed.

    The incumbent will maintain accurate files for travel, p-cards, requisitions and FLAIR reports, abiding by the DMS records retention schedule.

    Performs related work as required.

    Required Knowledge, Skills, and Abilities:

  • Knowledge of the state budget and purchasing processes in The Reference Guide for State Expenditures.

  • Knowledge and understanding of state budget tracking (FLAIR), accounting (Quickbooks or Excel), purchasing (MFMP, Works) systems.

  • Knowledge of creating and monitoring of grants and contracts.

  • Skilled in the use of computers, including Microsoft Suite and SharePoint.

  • Ability to analyze historical budget data and predict future funding needs.

  • Ability to communicate effectively via phone, email and Teams.

  • Ability to travel on occasion to coordinate with staff at the satellite offices.

  • Ability to complete Florida Certified Contract Manager training within one year of hire.

  • Ability to travel, occasionally, to meet with Aquatic Preserve staff members on location will be required.

    Required or Preferred Qualifications:

  • Valid driver’s license.

  • The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.

  • Hi gh school diploma or GED equivalent, and/or two years of verifiable related work experience, as described in this posting.
