Your Specific Responsibilities:

This position provides administrative analysis for the Training and Special Projects section of the Bureau of Child Care Food Programs. The incumbent complies with and monitors compliance (when applicable) of the mandatory requirements in Section 215.422, FS and Chapter 69 I - 40, FAC This is a highly responsible position. The incumbent in this position will be required to complete a certification twice a year stating that all time worked has been for the Child Care Food Program. The incumbent is responsible for the following tasks:

Registers prospective contractors for training. This includes: receiving requests from non-participating day care center owners or directors for information on participating in the Child Care Food Program; determining which food program the center may be eligible to participate in based on established eligibility criteria; distributing informational packets to prospective contractors for the correct food program that they are eligible to participate in; registering the prospective contractor in the correct training session.

Prepares training packets for the Training Specialist each month prior to all workshops. This consists of collecting and compiling all FEIN documentation and licenses for institutions attending training, ensuring all data entry is done, pulling queries to create attendance lists and providing an organized packet to the trainer. Also, responsible for checking multiple websites to verify financial viability and program accountability of the institution; if violations are found, the institutions are informed of the policies regarding the findings relating to the food program.

Receives and reviews contractor documents and updates for multiple Child Care Food Programs. Analyzes the provided information and applies approval criteria to ensure compliance with applicable statutory and regulatory requirements. When necessary, consults with contractors and/or state officials to verify submitted information. Informs contractors in writing when approved. Upon approval, updates the bureau’s Management Information and Payment System (MIPS).

Responsible for conducting claim analysis on partial claims that are submitted each month from new contractors. Ensures all data on claims is accurate and eligible for reimbursement. If claim is not in compliance with the federal regulations, the contractor is contacted and given specific guidance on adjusting the claim data.

Responsible for training new employees in support staff positions on administrative duties for the bureau. Provides backup assistance to other section’s staff when necessary (mailings, data entry, and approval processing).

Analyze MIPS licensure data reports and compares to Department of Children and Families on-line licensure data base to ensure compliance with applicable regulatory requirements. Consults with contractors to resolve identified discrepancies.

Implements the contractor application approval process for multiple Child Care Food Programs. Applies approval criteria to ensure compliance with applicable statutory and regulatory requirements. Monitors the data tracking system and ensures the integrity of the data system.

Disseminates necessary documentation, policies, and program resources to contractors and program staff. Prepares outgoing correspondence for mailing. Receives, refers and replies to telephone inquiries. Prepares travel reimbursement vouchers, provides Level 2 purchasing card approvals. Maintains required records for travel and p-card charges.

Develops and implements records management system and assures compliance with federal and state records management requirements. Reviews bureau’s on-line data management system and consults with system project manager to identify problems and provide solutions. Scans training documents for storage in the electronic file storage system.

Assists the section administrator with the planning, coordination, and scheduling of training sessions for contractors and staff. This includes topical research, materials for development and printing, and scheduling speakers and rooms.

Reviews forms and reports and confers with management and contractors to identify problems and possible solutions.

Performs other related duties as assigned.

Required Knowledge, Skills, and Abilities:

Knowledge of office procedures and practices; principles and techniques of effective communication; the methods of data collection; basic arithmetic. The ability to understand and apply applicable rules, regulations, policies and procedures; to deal with the public in a tactful and courteous manner; to perform basic arithmetical calculations; to work independently; to utilize problem-solving techniques; to plan, organize and coordinate work assignment; to communicate effectively; to establish and maintain effective working relationships with others. Ability to operate a personal computer and use standard software packages.

Qualifications:

Minimum - Two years of secretarial or clerical work experience.

Preferred - Two years of secretarial or clerical work experience. College education from an accredited institution can substitute at the rate of 30 semester or 45 quarter hours for each year of the required work experience. Vocational/technical training in the area of secretarial science or office/business studies can substitute at the rate of 720 classroom hours for each year of the required work experience. A high school diploma or its equivalent can substitute for one year of the required work experience. The incumbent in this position is considered to have regulatory responsibilities in that s/he shall determine a regulated entity’s compliance with federal, state or local statutes or regulation; or determine or recommend whether the agency should issue, revoke, cancel or suspend an entity’s participation in a government program; or approve or recommend administrative transactions between the agency and a regulated entity. Therefore, the incumbent is subject to the requirements of Chapter 112, F.S., Chapter 60L-36, F.A.C. and DOH Policy 30-2-07 with which s/he is required to be thoroughly familiar.
