    POSITION DESCRIPTION: Supports district/Turnpike Estimates Coordinators in providing quality construction cost estimates and contract bid reviews and analyses. Develops and maintains desk procedures and templates for bid review and analysis activities. Prepares bid review and analysis packages for Central Office Let (Class 1) contracts. Assists the districts/Turnpike with conducting bid reviews and analyses for district let (Class 7 and 9) contracts. Tracks and reports on construction cost performance, troubleshoots issues, and performs other analysis related to construction cost.

    Reviews annually with the districts/Turnpike their construction cost estimates developed for the 5-year Work Program. Ensures that all estimates are properly documented in either the Long Range Estimates (LRE) or Design Quantities and Estimates (DQE) application and comply with other requirements. Coordinates with districts/Turnpike on review findings.

    Analyzes construction cost data for patterns and trends for use by Forecasting and Project Cost Office, districts, FHWA, and management. Utilizes systems and tools (Excel, Power BI, AASHTOWare Project) to create, maintain and update reports and graphs related to cost estimates. Reporting and data analysis to create and update FHWA Bridge Report, concrete pavement report, Construction Cost Indicators, Production Management/ performance measures, structures, resurfacing, and construction costs.

    Reviews plans, specifications, and preliminary estimates of projects scheduled for advertisement to determine the percentages of work in the various categories to establish the required prequalification work class for the prime contractor. Coordinates with other offices and assists in conducting training related to work class.

    Provides technical construction cost estimating support to the districts/Turnpike. This includes performing cost research on various work items related to highway construction, and maintaining estimates procedures and resources.

    Assists in conducting quality assurance and quality control review of the districts/Turnpike construction cost estimate and bid review analysis preparation process. These reviews include evaluating district/Turnpike processes with statewide policies/procedures and providing recommendations for process improvements.

    Assists in developing and conducting construction cost estimating and bid review and analysis training.

    KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Department policies and procedures related to preliminary project cost. Knowledge of preliminary project cost process, manuals, and handbooks. Knowledge of design pay items, specifications, and historical bid unit cost data. Knowledge of engineering concepts, terminology, principles, and analytical techniques of preliminary project cost. Knowledge in preparing and presenting training classes. Skill to effectively communicate technical information, both verbally and in writing. Skill in the use of a personal computer and Department used software packages. Ability to apply engineering quantitative techniques to project cost. Ability to use databases, spreadsheets, and Department used software. Ability to communicate technical information. Ability to establish and maintain effective internal and external working relationships. Ability to plan, organize, prioritize and perform multiple work assignments and track status of assignments. Ability to understand, interpret and analyze design plans, specifications, and construction documents. Ability to follow written and verbal instructions. Ability to acquire data for reports.

    OTHER JOB-RELATED REQUIREMENTS: This position will be required to respond before, during and following emergency situations.

    MINIMUM QUALIFICATIONS: A high school diploma or its equivalent and four years of relevant employment experience or; an Associate’s degree from an accredited college or university and two years of relevant experience or; a Bachelor’s degree from an accredited college or university.
