Government Operations Consultant II

Your Specific Responsibilities:

Provides direction, guidance and technical assistance for specific workforce programs which includes the development of appropriate training and providing the training as needed.

Reviews policies, procedures, guidelines and state and local plans and evaluates the impact on operations and identifies potential problems and recommends appropriate action. Writes policy and plans. Participates in the development of Performance Improvement Plans as assigned.

Provides guidance and assistance to administrator and staff in the management and operation of service programs and responsibilities. Consult with management on the development and implementation of training and technical assistance to improve workforce program outcomes.

Investigates, assesses and analyzes and makes recommendation to resolve issues and problems presented by management staff. Consults with staff members to develop solutions for programmatic operational problems.

Participates in quality assurance reviews, acting in a team leader capacity as assigned, preparing reports, following up on concerns and developing and updating quality assurance tools as needed. Participates in data validation on site reviews.

Required Knowledge, Skills, and Abilities:

  • Knowledge of the methods of data collection and analysis.

  • Knowledge of basic management principles and practices.

  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.

  • Ability to utilize problem-solving techniques.

    Qualifications:

    As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

    Minimum:

  • Duties and responsibilities of this position must be performed at the official work site of the Department.

  • Travel may be required to travel.

    Preferred :

  • Bachelor’s degree from an accredited college or university or four years of equivalent work experience that is relevant to this position.

  • Experience providing direction, guidance and technical assistance for workforce programs or other state or federally funded programs.

  • Experience researching federal and state statutes, regulations, and other governing authorities in a professional or academic setting.

  • Experience providing training to external audiences for a state or federally funded program.

  • Direct experience with workforce programs such as SNAP E&T, Welfare Transition and Workforce Innovation and Opportunity Act.

  • Business writing experience in a professional or academic setting.

    Pay:

    $42,776.88 – $50,000.00 Annually

    The Work You Will Do:

    The Government Operations Consultant II (Statewide Program Consultant - SNAP E&T) is a member of the Policy and Guidance Unit for the Welfare Transition (WT) and Supplemental Nutrition Assistance Program (SNAP) Employment & Training (E&T) programs within the Division of Workforce Services, Bureau of One-Stop and Program Support. This position conducts advanced-level professional work related to researching and writing policy and procedural guidance for SNAP E&T program operations; providing in-person and virtual training; responding to program related inquiries; and providing technical assistance regarding program requirements . The incumbent in this position is expected to function with a great deal of independence and high-quality organizational skills.

    This position plays a pivotal role in providing policy guidance and training to all our Local Workforce Development Boards (LWDBs) throughout the State of Florida. The staff is responsible for assisting the programmatic needs of all LWDBs and support compliance requirements set forth by Federal and State Partners.
