Chenega Agile Real-Time Solutions (CARS) was created with the purpose of providing integrated enterprise IT support to Federal customers both CONUS and OCONUS. CARS employs Subject Matter Experts (SMEs) with decades of experience working in the Federal marketplace.

A Senior Solution Architect at Chenega Agile Real-Time Solutions (CARS) thrives in an exciting, fast-paced environment. A Senior Solution Architect works to assist Chenega Agile Real-Time Solutions (CARS) with the maintenance of Atlassian products, including Jira and Confluence, and provides project leadership and management of mission-critical Web and Mobile Application Development projects for the DoD DHA Web & Mobile Technology (W&MT) PMO. The ideal candidate will possess strong leadership skills, an understanding of project management methodologies, experience with Atlassian-based tools, and experience in Agile (Scrum and Kanban) based processes and Software Development Life Cycle (SDLC). This role requires effective communication, strategic planning, and the ability to navigate organizational change while ensuring project success.

Responsibilities

  • Oversee multiple projects in Web and Mobile Application Development for the DoD DHA Web & Mobile Technology (W&MT) PMO.

  • Lead and motivate teams to foster collaboration, ownership, and accountability.

  • Coordinate communication among site owners, W&MT clients, and diverse Project Teams.

  • Effectively communicate with stakeholders, including executives, project sponsors, and team members.

  • Demonstrate change management skills, effectively navigating organizational change.

  • Identify and mitigate risks associated with change, ensuring engagement and communication throughout the process.

  • Plan and manage multiple tasks efficiently.

  • Provide effective supervision and guidance to team members.

  • Implement Agile (Scrum and Kanban) methodologies and Software Development Life Cycle (SDLC), covering Site Architecture, Usability, Development, Design, Accessibility, and Compliance.

  • Administer Jira projects, workflows, permissions, and users, including external plug-in integration and JQL modification.

  • Expertly manage Jira filters, reporting, dashboards, workflows, and fields.

  • Migrate, integrate, and consolidate Jira instances and projects.

  • Provide general and technical Atlassian tool support to users.

  • Analyze, review, and document current system functionality for enhancement.

  • Test compatibility with new versions of tools and plug-ins.

  • Effectively communicate and share knowledge with both internal and external stakeholders.

  • Other duties as assigned.

Qualifications

  • Bachelor's degree OR

  • High school diploma or GED and 4+ additional years of experience can be used instead of a degree

  • 7+ years of hands-on experience with Jira, including Jira Administration, Jira Data Center (Jira DC), Jira Service Management (JSM), and Jira Cloud

  • Experience in writing custom JQL (Jira Query Language)

  • Atlassian Jira certification is highly desired

  • Must be a US citizen

  • Background check and must be able to obtain a Public Trust

Knowledge, Skills, and Abilities

  • Expertise in Atlassian tool administration (JIRA and Confluence).

  • Proficiency in creating custom dashboards in JIRA and integrating JIRA projects with Confluence.

  • Experience in Atlassian installations, migrations, and plugin installations.

  • A strong understanding of Agile practices is required.

  • Strong analytical skills and agility in a dynamic environment.

  • Excellent time management, verbal, and written communication skills.

  • Ability to convey technical concepts to non-technical audiences.

  • Ability to work independently and yet be effective within a team setting.

  • Must manage multiple efforts with time-related constraints in a fast-paced contracting environment.

  • Demonstrated ability to effectively communicate and collaborate with diverse internal and external stakeholder groups and individuals.

  • Friendly presence, helpful attitude, good interpersonal skills, and ability to work well with others.

  • Excellent skills in Microsoft Word, Excel, and other Office applications.

  • Experience working in a home office setting, and the ability to train end users on frequently asked technical issues.

  • Ability to provide technical assistance and support over the phone with good phone skills and a professional demeanor.

  • Good problem-solving skills with the ability to visualize a problem or situation and think abstractly to solve it.
