       License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.

Education Qualifications: Master's degree in related field required. Specialist or doctorate degree in related field preferred.

Experience Qualifications: Five years of successful experience supporting Multilingual Learners at the middle and high school level with proven leadership in development and implementation of curricular content, assessment, and program infrastructure required. Preferred experience includes local school administrative experience at the middle and high school level, experience supporting ESOL program compliance, experience in the design and delivery of professional development to support research-based best practices instructional methodology for Multilingual Learners; experience working with building leadership; experience as an instructional coach or similar staff development role.

Skills Qualifications: Ability to lead the development and support the Multilingual Learner Program; skills in collaborative leadership of individuals and groups; thorough understanding and knowledge of federal and state laws and regulations governing English Learner Language Programs; ability to coordinate and develop strategies, processes, and evaluation across departments and divisions; ability to develop and implement professional learning programs; ability to analyze existing processes, identify areas for improvement, and design and implement process improvement initiatives; ability to work successfully with colleagues; strong interpersonal communication skills; excellent verbal and written communication skills; ability to be task oriented, possess successful project management skills; strong technology skills in Microsoft Office; and ability to project and generate a positive attitude; ability to effect change and ability to act as a representative of Gwinnett County Public Schools (GCPS).

Primary Responsibilities: Responsible for supporting the Director of the Multilingual Learner Program in providing leadership and guidance at the district and local school level to ensure compliance with local, state, and federal rules and regulations for English Learner Language Programs, to build capacity of district and local school staff who provide instruction to ML students and to ensure pervasive and integrated language and content instruction for all ML students, build capacity of school leaders who support local school implementation of language services, and support and evaluate district ML coaches and specialists to ensure implementation of research based professional learning strategies while also supporting compliance and programmatic duties.1. Collaborate with the MultilingualLearner Program Director to monitor and analyze program data to supportprogrammatic decisions including identification of professional learningneeds to support school leaders in implementing their local education agency(LEA) and to support teachers in providing effectivelanguage and content instruction to ML students at the middle and highschool level.

a. Collaborate with district partners and assist in developmentof a robust pipeline for both ESOL teachers and content teachers endorsedto provide both content and language instruction to ML students.

b. Develop and support initiatives to retain ESOL teachers.

  1. Collaborate with district partners to develop and implementprocesses for ensuring program compliance for identifying, serving, andexiting ML students are implemented with fidelity across the district.

a. Develop and implement training and create the resourcesneeded for these processes.

b. Monitor district and school compliance reports to ensureprocesses are effective and address any compliance issues or concerns ina timely manner.

c. Advise school leaders as needed to ensure compliance withapplicable federal, state, and local laws, regulations, guidance, policies,and procedures.

  1. Provide support to local schools.

a. Develop and facilitate district professional learning opportunitiesto support the ESOL Instructional Strategies and WIDA Standards while maintainingprofessional currency and knowledge of best practices, trends, andissues regarding multilingual learners.

b. Coordinate, schedule and facilitate meetings and professionaldevelopment with middle and high school Leads and department chairs.

c. Coordinate, schedule and facilitate meetings and professionaldevelopment with Middle & High School ESOL APs.

  1. Oversee the development of instructional calendars, commonassessments and other curriculum supports for English Language DevelopmentCourses at the middle and high school level.

  2. Collaborate with coordinators and instructional coachesand specialists in the Teaching and Learning Department to share ESOL InstructionalStrategies that support integration into content curriculum and instructionalplans.

  3. Facilitate educational meetings for EL parents, districtleaders, and community members.

  4. Perform other dutiesas assigned. Physical Demands:While performing the duties of this job, the employee is frequently required to sit for extended periods of time.
