Northrop Grumman Mission Systems sector has an opening for a Manager, Project Management 2 to support the Power and Propulsion Systems team of the Operations Program Management organization in Sunnyvale, CA - for the Maritime/Land Systems & Sensors, Marine Systems BU.

The Operations Program Manager (OPM) department manages all phases of program manufacturing from inception through completion. The OPM is responsible for the cost, schedule and technical performance of manufacturing scope on development, LRIP, and production programs. The OPM leads and coordinates manufacturing activity across the program life cycle, from capture/proposal through execution/production and contract closeout. The OPM team acts as the interface between the Program Management Office (PMO), Operations, and Manufacturing; responsible for schedule management and cost accountability of manufacturing activities. They act as the primary customer/PMO contact for all manufacturing activities, leading program review sessions with customer/PMO to discuss cost, schedule, and technical performance. The OPM establishes high level manufacturing milestones and monitors adherence to master plans and schedules, identifies risk and opportunities, and lead initiatives to identify and/or solve manufacturing issues. They coordinate the work of employees assigned to the program from technical, manufacturing, financial, and administrative areas. The individual will lead a multi-program organization aligned to common manufacturing performance goals.

Primary responsibilities are the management of cost, schedule, and technical performance of manufacturing programs or subsystems and include, but are not limited to:

  • Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives on manufacturing scope.

  • Identification, distribution, tracking, and completion of program requirements.

  • Development and adherence to master plans and baseline schedules.

  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.

  • Conducting thorough risk & opportunity management practices including identification, mitigation and realization.

  • Identifying, allocating and managing program resources, including workforce planning.

  • Measuring and reporting program performance.

  • Delivering presentations to executive management and other program stakeholders.

  • Developing long term strategic planning, and development of proposals and business plans.

  • Participate in the creation, review and finalization of the manufacturing Statement of Work.

  • Ensuring Operations team understands and adheres to contract scope and manages change through control board activities.

  • Adherence to all internal processes, policies, and applicable industry standards.

Basic Qualifications:

  • Bachelor’s degree with a minimum of 8 years of relevant experience or Master’s degree with a minimum of 6 years’ experience.

  • 3 years of demonstrated success leading people and/or projects.

  • Experience with MS Office products - PowerPoint, Project, Excel, Word.

  • Experience with ERP/MRP system in a manufacturing environment.

  • U.S. citizenship is required.

  • Ability to obtain a security clearance.

Preferred Qualifications:

  • Master's degree in a STEM field or Management.

  • 5 years experience in a Project Planning/Program Management environment.

  • 2+ years direct people leadership experience.

  • PMI certification and/or PMI-based training

  • A current Secret clearance

  • Demonstrated expertise in the following systems and concepts: - MRP and IMS Scheduling - SAP production planning and material management tools - Earned Value Management - Continuous Improvement, Lean Manufacturing and Manufacturing

  • Experience leading Manufacturing proposal efforts that include labor quoting, schedule and capacity analysis, investment planning, and descriptive writing contributions

  • Competency with managing production in SAP in a low volume, high mix manufacturing environment.

  • Program execution experience.

  • Experience supporting U.S. Government contracts and customers.

Salary Range: $125,500 - $188,300

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
