Seeking an Engineering Manager (EM) to support engineering and technical activities including management of the program’s Software Development, Information Technology, Technical Support, and Telecommunications departments. The candidate will be responsible for executing the broad range of direct support provided to the customer mission. The EM will manage interdepartmental activities, coordinating with program management, EHS, security and Operations departments to ensure compliance with established internal and corporate processes, policies, and procedures. The EM will conduct and participate in technical meetings with internal personnel and customer representatives at various management levels. The EM will function as a member of the PMO staff. The EM’s duties include:

Manage and direct the daily execution of the contract's operational requirements to assure cost, schedules and performance goals are met

Participate in development of overall objectives and long-range goals of the program

Frequent interaction with equivalent level managers and customer representatives concerning projects, operational decisions, scheduling requirements, or contractual clarifications

Conduct briefings and technical meetings for internal and external representatives

Preparation and presentation of monthly program reviews

Advise subordinate supervisors or staff members to meet schedules or resolve technical or operational issues

Lead projects through development and implementation utilizing project planning, team building, recurring task management, and formal presentations to leadership

Coordinate resources to support program requirements including: assessing program facility needs for capital equipment plans; coordinating competitive vendor quotes; and selection analysis

Establish and maintain operating policies and procedures for subordinate departments

Generate and maintain program documentation. Interpret, execute, and recommend modifications to program policies and procedures

Coordinate with peers and program management to ensure policies and procedures contribute to successful execution of program requirements

Participate in pre-proposal and proposal process for contracts by strategizing, interpreting requirements in Statement of Work (SOW), and developing Basis of Estimates (BOEs)

Required Skills:

Current TS/SCI security clearance with Polygraph

Skilled at managing and coordinating efforts of diverse teams to meet rapidly evolving technical and functional requirements

Team player with excellent communication skills to effectively present to audiences at all levels

Experience in customer facing roles (orals, briefings, etc)

Excellent written, verbal and analytical skills, highly literate in desktop computing and application programs (Microsoft Word, Excel, PowerPoint, and Outlook)

Strong coordination and organization skills, detail oriented

Solid understanding of program risk relating to mission success and customer satisfaction

Ability to drive root cause analysis and implement corrective / preventive action

Experience creating and interpreting performance metrics and trend analysis

Ability to multi-task in a dynamic, fast-paced environment

Results oriented – experience with quick reaction contracts preferred

Self Motivated and passionate about supporting the mission

Desired Skills:

Experience interfacing with senior-level leaders, external customers, multi-disciplined team members, and technical consultants in a fast paced setting

Experience working in a Program environment; Knowledgeable of Contracts, SOWs, BOEs

Understanding of customer service, supply chain, logistics, and facility maintenance concepts, processes and practices

Experience in bidding processes, proposal development, requirements analysis, cost and schedule estimation, and technical documentation related to the Statement of Work (SOW)

Knowledge of Six Sigma Techniques

Microsoft Visio and/or AutoCad experience

Experience with EHS practices/procedures

Required Education (including Major):

Must have 10 years professional experience

B.S./B.A. Degree or equivalent experience

The salary range for this role is 130,000 USD - 272,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
