Job Description

Under the general direction of the Director for Employment Support, the Human Resources Employment Support Specialist II performs specialized human resources management work. Responsible for researching, developing, implementing, and executing effective recruiting and staffing strategies to attract a pool of qualified and capable talent for the university and onboards new hires. Sources, identifies, screens, and hires individuals for various roles in the university.  Effectively administers the interviewing and onboarding process and ensures a positive new hire experience. Work involves administering human resources management programs and ensuring compliance with state and federal laws and regulations. The Human Resources Specialist II will be expected to exhibit a specialized level of expertise and understanding of faculty and staff processes to promote optimal customer satisfaction. No visa sponsorship is available for this role. Position may require work responsibilities outside of normal business hours. Hybrid work options may be available following successful completion of training requisites.

This position is located in Stephenville, Texas with work hours of Monday-Friday 8am-5pm. Must be able to work remotely at the request of the University.

Essential Duties and Responsibilities

Identifies the hiring needs:

Ensures the staffing needs of the university are being met, with a long-term talent strategy in mind.

Schedules recruitment plan meetings with hiring managers to assess departmental and position related needs.

Discusses departmental needs along with third party recruiting venues, ensuring placement of job posting in multiple venues as feasible.

Prepares job descriptions:

Reviews the position details, such as job profile, position description and restrictions, minimum qualifications, compensation (target base salary), and essential skills for the role.

Consults with respective human resources team on updates to position descriptions, requisition creation, compensation, hiring criteria, and sourcing strategies.

Creates and uploads position descriptions for job requisition ensuring minimum qualifications adhere with job profile.

Devises recruitment strategy

Provides input into overall hiring strategy of the university to ensure a pool of qualified individuals/applicants.

Devises and implements sourcing strategies to build pipelines of potential applicants, such as employer branding initiatives. 

Collaborates and trains hiring managers and/or search committees to ensure adherence with recruiting processes and afford a clear candidate/interviewer expectation.

Determines selection criteria for candidates by liaising with hiring managers.

Places and updates job postings in various medias including internet/intranet sites, colleges, social networks, community boards, and staffing partners.

Researches and recommends new sources for active and passive candidate recruiting.

Conducts regular follow-up with managers to determine the effectiveness of recruiting efforts.

Creates and implements end-to-end candidate hiring processes to ensure a positive experience.

May source applicants through online channels, such as LinkedIn and other professional networks.

Screens and shortlists candidates:

Identifies and refines most suitable talent from available candidate by reviewing resumes and conducting phone screens.

Assess candidates’ information, including C.Vs., portfolios and references.

Conducts interviews:

Coordinates interviews schedules and may conduct/participate in candidate interviews; plans interview and selection procedures, including screening calls, assessments, and in-person/virtual interviews.

Provides support with generating interview questions that reflect the requirements of the position and are skills-essential based on hiring manager feedback.

Respond timely to internal and external applicant situations and applicant requests as required.

Evaluates and makes the offer:

Arranges pre-employment related processes such as background check, credential confirmation, and reference screenings.

Makes initial employment and salary offer to final candidate.

Creates offer letters, maintains applicant tracking system, recruiting reports, and other staffing administration functions as needed.

Onboarding of new employees:

Conducts and/or supports new employee onboarding, ensuring process is engaging and that processes are followed and accurate.

Ensures new employee has finalized onboarding related steps prior to attending New Hire Orientation.

Provides guidance to hiring manager and/or supervisor regarding department related onboarding steps.

Additional Responsibilities:

Gathers records of all materials used for recruitment, including interview notes and related paperwork, and prepares in accordance with records management guidelines.

Represents the university at recruiting events (i.e., college job fairs), providing university/job information, and building a strong candidate pipeline.

Continuously develops networks/partnerships to actively build database/pipeline of candidates.

Performs other duties and responsibilities as assigned.

Minimum Qualifications:

Bachelor’s Degree. Equivalent combination of relevant education and experience may be substituted as appropriate.

Two years of related or transferable experience

Knowledge, Skills, and Abilities:

Proactive and independent with the ability to take initiative.

Excellent verbal and written communication skills.

Excellent interpersonal skills with good negotiation tactics.

Excellent time management skills with a proven ability to meet deadlines.

Familiarity with social media, C.V. databases, and professional networks.

Proficient in reading, interpreting, and verifying data in multiple formats

Innovative, problem solver and self-motivated, self-disciplined, and able to function independently as well as successfully part of a team.

Ability to analyze and solve problems.

Proficiency in documenting processes and keeping up with industry trends.

Proficient with Microsoft Office Suite or related software.

Familiarity with laws, regulations, and best practices applicable to hiring and recruitment.

Preferred:

Proficiency in Applicant Tracking Systems or the ability to quickly learn applicant-tracking software or other recruitment systems.

A keen understanding of the requirements for each role in the university.

Experience with full-cycle recruiting, using various interview techniques and evaluation methods.

Ability to devise and implement sourcing strategies for recruitment for a variety of roles.

Experience in using recruiting platforms to proactively source candidates.

Commensurate with experience

Salary Range

The target base annual salary range is $49,000 to $68,330.50 and may be negotiable based on funding availability and candidate experience/skillset in relation to the minimum requirements of this position.
