The domicile will be based upon applicants selected . This posting will be used to fill vacancies within the following regions:

Shreveport

Monroe

Lafayette

This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of professional administrative services, social services, or workforce development experience.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the experience on the basis of thirty semester hours for one year of experience: counseling; social work; psychology; economics; business, public, or health administration.

A master's degree in the above fields will substitute for one year of the required experience.

A Juris Doctorate will substitute for one year of the required experience.

Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.

A Ph.D. in the above fields will substitute for the two years of required experience.

NOTE:

Any college hours or degree must be from an accredited college or university.

FUNCTION OF WORK:

To provide advanced professional support for social services programs designed to promote skills, employment, and training.

LEVEL OF WORK:

Advanced.

SUPERVISION RECEIVED:

Broad from a Workforce Development Manager 1–Social Services or other higher-level personnel.

SUPERVISION EXERCISED:

May exercise functional supervision over Social Service Analyst and Workforce Development Specialist–Social Services that provide support for Skills, Employment, and Training (SET) Programs.

LOCATION OF WORK:

Predominantly located at the Department of Children and Family Services. Other locations may be approved by State Civil Service.

JOB DISTINCTIONS:

Differs from Workforce Development Specialist-Social Services by the presence of lead worker responsibility and/or duties involving a higher level of complexity.

Differs from a Workforce Development Manager 1–Social Services by the absence of direct supervisory responsibility.

Responsible for planning, directing, implementing, and coordinating procedures for assigned SET program(s) on a statewide level.

Responsible for all management level tasks associated with directing, training, evaluating and monitoring the statewide activities of staff working on assigned programs.

Develop program objectives and operating procedures.

Oversees development and implementation of policies and procedures and ensures the dissemination of information is timely.

Develop procedural guidelines for field staff. Advises field staff of any procedural changes or modifications to policies.

Develop long-term plans, strategies, and objectives for information processing activities, reporting, tracking, and data integration.

Compile, analyze, and submit required reports to management for review and executive analysis. Research, analyze and interpret statistical data on program effectiveness.

Provides support and technical assistance for assigned areas. Responds to inquiries from staff and outside providers by answering questions, disseminating information, and addressing concerns.

Develops and provides training to lower-level program personnel.

Oversee the training of providers to ensure contract obligations are met and services with SET participants are consistent with federal regulations.

Directs research projects utilizing questionnaires, surveys, and other data collection.

Manages techniques to assess, analyze, and evaluate proposed policies or administrative, legislation, or program alternatives.
