Description of Job

As our new Senior Manager of Business Applications you will lead day-to-day operations of an applications delivery team who works hard every day to make Colorado the great state we all love! In this role you’ll help us to assign, prioritize, monitor and maintain workflow, while coaching, leading, and mentoring staff. You will use your expertise in application delivery to consult and guide your team, and may be involved in our budgeting process. A specific focus of your role will be centered around the management of Content Services platforms and projects (document management, workflows, case management, etc).

Our Ideal Candidate will possess the following skills and experience:

Significant experience working with both custom developed and vendor provided solutions.

Significant experience working with project managers and/or a Project Management Office.

Significant experience with Enterprise Content Services Platforms, OnBase and Perceptive Content. General experience with content management platforms and handling project and support escalations.

Demonstrated knowledge of performance metrics as they pertain to product and application deliverables (quality) and work effort (time).

High familiarity with IT Service Management principles.

High familiarity with software development methodologies such as Agile and waterfall and a strong understanding of the suitability of these methodologies for certain development environments and types of applications.

Ability to work with peer organizations to translate IT processes (e.g.,System Development Life Cycle, Governance, etc.) and tool strategies (e.g.,project management, collaboration, knowledge warehouse, etc.) to support the day-to-day strategic direction of OIT and customers, driving towards greater efficiencies and higher quality deliverables.

Actively engage in improving leadership skills, attitudes, and knowledge, especially as related to equity, diversity and inclusion. Attend training, development and group training on topics of inclusive leadership.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

This is a skills-based job announcement. The required minimum qualifications and/or

education (if substituting for the proven experience, knowledge, and skills), are as follows:

Minimum Qualifications:

A minimum of eight (8) years of experience in application development or comparable experience.

A minimum of five (5) years of experience managing a portfolio of applications and developing a team of development staff.

A minimum of five (5) years of experience managing a content management platform or application.

A minimum of three (3) years of experience directly managing technology professionals.

Substitutions:

Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications. There is no substitution for any required management experience.

Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.

If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.

Preferred Qualifications:

Relevant IT certifications (e.g., ITIL v4, PMP, Certified Scrum Master etc.).

Advanced understanding of application design, development, testing, integration and support.

Public sector work experience at the manager level or above.

OnBase Certified in Administration, Workflow, and WorkView.

Conditions of Employment:

OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

A pre-employment background check will be conducted as part of the selection process.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

This position may require on-call duties as needed by the position.

Supplemental Information

If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
