Job Description

Iowa Workforce Development is seeking applicants for the position of Promise Jobs Workforce Advisor.

Domicile will be determined based on the hired candidate’s location at one of our IowaWorkscenters located in Cedar Rapids or Ottumwa, IA.

PROMISE JOBS is Iowa’s Temporary Assistance for Needy Families Employment & Training program designed to assist cash assistance recipients with becoming self-sufficient through participation in work ready activities.

Position Description:

As a valued member of our IowaWORKSteam, you will help program participants develop an individualized plan outlining activities to reach their goals and reduce their dependence on welfare support systems.

In this role the Promise Jobs Advisor will assist work ready participants with completing Family Self-Sufficiency Grant (FSSG) applications to help secure cost estimates of childcare and transportation payments. You will use assessment tools to help determine suitable educational, training, and employment plans.

You will provide directed, supported pre-employment, and employment activities, including:

  • Job development for unsubsidized employment

  • Developing work experience sites.

  • Marketing participants to sponsors.

  • Develop Unpaid Community Service opportunities.

The successful candidate in this role will develop Family Investment Agreements (FIA) for Promise Jobs participants and provide case management of the FIA action steps to assist participants becoming economically self-sufficient from the Family Investment Program (FIP).

As participants become economically self-sufficient you will consider their strengths and limitations when selecting services and FIA activities including:

  • Job readiness workshops.

  • Group and individual job search.

  • Work experience.

  • Unpaid Community Services.

  • GED study or high school completion.

  • Education assessment/post-secondary education.

  • Family Development and Self-sufficiency programs.

  • Monitor employment.

Case Management

Maintain, monitor, and manage Promise Jobs case files for completion with case notes, system entries to ensure that all case management actions are documented, and the FIAs are carried out. Authorize transportation and childcare allowances and initiate overpayment recovery when appropriate. Help answer questions from Promise Jobs participants and ensure participants issues are resolved. Represent the department in all appeals related to caseloads.

  • Ability to build relationships with customers using a coaching, goal-oriented, and person-centered approach.

  • Organize, plan, and prioritize workflow to meet deadlines for multiple tasks and reports.

  • Strong presentation skills to customer groups, to provide information on IowaWORKS programs and services.

Hours of Work: Monday – Friday 8:00am-4:30pm.

Minimum Qualification Requirements

Graduation from an accredited four-year college or university;

OR

an equivalent combination of education and experience substituting one year of full-time public contact work obtaining, analyzing and evaluating data such as job/claims interviewing, testing, referral and/or placement, sales representative, credit investigation, or related public contact work dealing with job applicants and employers in a variety of supportive clerical and outreach functions for one year of the required education with a maximum substitution of four years;

OR

employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time work as a Workforce Associate.
