The Stanford University Department of Public Safety exists to provide a safe, secure atmosphere which is conducive to freedom of expression and movement, for all people and their property at Stanford University, within the constraints of the Federal, State, and Local laws and ordinances.
The Business Operations Manager 3 will provide strategic leadership and direction for the financial, administrative and operations-related functions for the Department of Public Safety with responsibility for overall success. Achieve mission and goals through the management of staff and/or managerial staff.
This is a non-sworn, unarmed position. Shift work (days, evenings, weekends, including Holidays) and outdoor work may be required.
Core Duties:
Provide strategic planning and overall management of financial and budgetary operations for the Department of Public Safety (DPS).
Direct assigned staff and provide leadership to achieve goals and vision of the organization. Provide guidance and mentorship to DPS managers, supervisors and others in support of the overall department mission and goals.
Partner with the Event Security Operations Manager to develop and implement event security operations plans for campus events and details with a focus on the financial aspects, Be present at planned and unplanned events to support of the department’s safety mission and to identify ways to enhance security services.
Responsible for all aspects of department finance and budget: annual budget development and periodic budget reporting, oversight and management of department financial systems and transactions, management of Fire and Communications contract as well as other agreements/MOUs with a financial impact, special events accounting and cost recovery management, etc.
Collaborate with Human Resources Director on budgetary impacts of position planning including management of new and/or vacant positions.
Supervise a Business Operations Manager 2 and other department personnel responsible for processing financial transactions.
As the subject matter expert, provide guidance and counsel to department managers and others evaluating major purchase proposals and acquisitions, contracts or other agreements for services and systems to ensure university and other applicable policies are being followed and budgetary constraints are being addressed. Ensure that department financial policies are in line with university and other applicable policies and best practices.
Develop and direct strategic plans for organization or program(s) managed. Identify and resolve strategic issues of substantial significance that affect the overall functioning beyond the immediate unit, consult and advise senior leadership. Make decisions that establish objectives for the overall direction/operation of a significant organization. Oversee allocation of financial and other resources.
Evaluate the effectiveness of the organizational structure and programs to ensure success, development of employees and appropriate use of financial and other resources.
Responsible for the financial viability and success of the organization, including long-term financial planning.
Advise senior management on programmatic and policy development. May provide input to university leadership on institutional administrative policies and guidelines.
Minimum Education & Experience:
Bachelor’s degree and seven years of relevant experience in administrative and financial management, or combination of education and relevant experience.
Knowledge, Skills and Abilities:
Demonstrated leadership, supervisory, planning and change management skills.
Excellent oral and written communication skills. Able to influence people, solve problems, trouble shoot, think creatively and resolve conflicts.
Advanced financial expertise in budget planning and financial forecasting.
Advanced analytical and problem-solving skills Strong knowledge of industry standards and/or regulatory requirements.
Ability to coordinate daily activities including work scheduling, quality assurance, program validation, monitoring of security activities, and supervision of personnel.
Strong customer service orientation.
Ability to handle multiple tasks and to use sound judgment and independence in determining priorities.
Willingness and ability to hold others accountable for meeting performance as well as general conduct expectations.
Attention to detail and accuracy.
Demonstrated ability to remain calm and make sound decisions during critical incidents.
Flexibility and calmness in managing a large work volume with minimal supervision under tight deadlines and sometimes in pressure situations, including last minute changes that may affect pre-set plans and direction(s).
Ability to keep sensitive information strictly confidential at all times.
Knowledge and understanding of department policies, procedures and General Orders; applicable university policies and procedures; willingness to embody and promote the university’s and department’s ethics, values and operating principles.
Demonstrated proficiency in basic computer applications (e.g., Word, Excel, Google Sheets, CriticalArc) and the ability to adapt to new technologies and processes. Upon request, retrieve and analyze queried information from databases.
Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include interacting with individuals who have been placed under arrest, injured, or experiencing a crisis.
Ability to use a police radio effectively.

Prior supervisory experience preferred but not required.
Certifications and Licenses:
- Valid California non-commercial driver’s license
Physical Requirements*:
Constantly perform desk-based computer tasks.
Frequently sitting.
Occasionally stand/walk, reach/work above shoulders, use a telephone, writing by hand, lift/carry/push/pull objects that weigh up to 10 pounds;
Rarely twist/bend/stoop/squat, sort/file paperwork or parts, lift/carry/push/pull objects that weigh 11-20 pounds.

Requires 24-hour response availability seven days. SUDPS personnel are considered “essential” or “required” University personnel and shall respond to campus when directed to do so, even with little advanced notice.
Must wear personal protective equipment as defined/required by job assignments. SUDPS is a public safety agency; in the course and scope of one’s duties, personnel will be exposed to potentially dangerous and adverse working conditions.
May be exposed to persons who pose a danger to self or others, active laboratories, outdoor work and inclement weather conditions.

When conducting university business, must comply with the California Vehicle Code and Stanford University driving requirements.
Applicant must pass a detailed police background investigation including a search of local, state, and national files for criminal history.
Must be able and willing to respond to and work large-scale special events as well as unplanned critical incidents, sometimes with little advance notice.
All personnel working for the department are responsible for providing public safety services to the community. Personnel will be trained to perform duties outside their normal day-to-day responsibilities, such as dispatching and/or emergency call taking and/or special events logistics support, so they are able to provide support during emergencies and special events. Training includes familiarity with the Incident Command System.
