First Division Consulting Financial Analyst III in Stafford, Virginia

Financial Analyst III supports the acquisition decision making process by analyzing immediate and long-term Department of Defense (DoD) for the Marine All Domain Observation and Surveillance System (MA-DOSS), PM GBAD, PEO LS, Stafford, VA, in accordance with annual program and budget guidance.

Primary duties will include:

  • Demonstrate prior experience and capabilities for the successful execution of tasks associated with specific duty positions/focus areas (e.g., legislative, budget, etc.).

  • Support program, budget, and execution data for content, technical accuracy, supporting justifications, and compliance with DoD budgetary policy and guidance, and prepare for USG review, program resources packages supporting the Department’s PPBE process, and spend plan execution in all the DoD appropriations.

  • Assist Government personnel in determining priorities for program investment by supporting fact-finding, workload modeling, program feasibility and efficiency studies, cost-projection analyses, and other studies related to program portfolios.

  • Support the Government personnel in the administration and execution of program funding by supporting internal and prior approval reprogramming actions, monitoring monthly Military Department and Defense Agency budget execution, and supporting routine and special program audits.

  • Possess exceptional oral and written communication skills, and the ability to translate highly technical information into plain language for effective communication with DoD and other USG staff in the performance of all duties, tasks, and services.

  • Possess expert-level knowledge in the application of resource management principles associated with the DoD PPBE process and the Federal budget process. This includes an understanding of, and experience with, congressional authorizations and appropriations, DoD funding authorities, and Office of Management and Budget and Department of the Treasury policies, directives, and regulations.

  • Attend and provide support at meetings, events, and reviews for relevant stakeholders in person and/or via teleconference, video teleconference, and/or web-conference. In addition, prepare meeting minutes and briefings as needed to provide leadership with a summary.

  • Participate in PMRs, and other recurring (i.e., daily, weekly, monthly) meetings, and provide follow-up information to leadership in the form of meeting minutes, executive summaries, position papers, white papers, and/or briefings.

  • Provide evaluation, analysis, and assessment of both internal and external reports, pre-briefs, and briefs, including those of other agencies, and provide expert analyses of the documents, including relevance and impact.

  • Demonstrate strong interpersonal skills including ability to communicate, both orally and in writing. Be able to brief senior leaders on actions.

Requirements

  • 3-6 years of experience with program budgets/financial management within DoD with higher level military headquarters.

  • Bachelor’s degree from an accredited college/university or 8 years of experience in lieu of a degree.

  • Active DoD Secret clearance.

  • Will be required to follow all Federal COVID-19 protocols as they pertain to contractors.

Physical Requirements:

  • While performing the duties of this job, the employee may be regularly required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, telephone, and keyboard.

  • Specific vision abilities required by this job include close vision requirements due to computer work.

  • Light to moderate lifting may be required.

  • Regular, predictable attendance is required; including quarter-driven hours as business demands dictate.
