This position joins a dynamic and agile Human Resources Team comprised of 24 talented Labor Relations, Safety, Recruitment, Staffing, HRIS, Transactions, and Learning and Development professionals.

As a Workforce Planner, you will be responsible for development and execution of a comprehensive workforce strategy that aligns with MNIT Services strategic plan and focuses on enhancing customer and human-centered approaches to delivery of IT services. You will provide analysis of workforce data, create strategic workforce plans, and collaborate with agency leadership, hiring managers, the Transactions Team, the HR Staffing Team, the Recruitment Director, Labor Relations, and statewide partners. You will also perform human resource activities around the filling of positions/selection within the MNIT Services organization, compensation, and job audit functions. In addition, this position will evaluate projects to bring staffing or transactions practices into alignment to support the strategic workforce plan.

This position is currently eligible for full-time telework:

  • Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St Paul, Minnesota

  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Minimum Qualifications

Position requires a minimum of three (3) years of professional level human resources experience.

NOTE: A bachelor’s or advanced degree in Human Resources or a related degree program, such as Business Administration, Public Administration, Psychology, and Organizational Behavior, may substitute for one year of either experience requirement described above.

Experience must include:

  • Organizational analysis, consulting or workforce planning responsibilities.

  • Demonstrated knowledge of multiple human resources business practices to include several of the following: classification, compensation, job analysis, staffing/complement management, recruitment, policy development, and/or labor relations or performance management.

  • Project management skills or experience sufficient to assess needs, synthesize information, prioritize work, and to plan, deliver, and implement actionable recommendations and outcomes.

  • Skills in planning, preparing and presenting training to individuals and groups.

  • Facilitation skills sufficient to lead work group discussions, build and reach consensus among staff, and recommend and implement changes to current processes, procedures and program materials.

  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

  • Customer service skills that include active listening, empathy, and problem-solving.

Preferred Qualifications

  • 3 or more years of experience in organizational analysis and workforce planning in a union environment.

  • Experience with and extensive knowledge of the state’s classification and compensation system.

  • Certification as a Hay rater.

  • Experience working in a Human Resources office within an IT organization.

  • Familiarity with varied technologies sufficient to assist IT supervisors and management with planning for the future of an IT workforce.

  • Knowledge of the theories and principles of effective human resource management.

  • Knowledge of, and experience with SEMA4 (PeopleSoft) and Recruiting Solutions.
