This position provides advanced project management, research experience and policy development with a distinct focus on maternal and child health.

Duties of this position may include:

  • Manages federal demonstration models, develops, and executes studies of health care needs, utilization, service delivery, costs, alternative payment methodologies and outcomes; health disparities; and other epidemiological and demographic studies as needed by the administration in concert with maternal health providers, MHCP members and partners through a population health and health equity lens with a community-centered approach.

  • Provides supervision and direction for direct reports and expertise in research methodologies, measurement development/analysis, fiscal management and compliance with federal grants, structural inequity, and oral and written communication of best practices for maternal and child health.

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:

  • Experience as a principal investigator, supervisor, lead worker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

o 1+ year of experience identifying issues, goals and strategic actions

o 100+ hours per year time commitment

AND

5 years of specialized professional experience in child and maternal health policy and program administration.

Experience must demonstrate:

· Scientific theory, hypothesis testing, survey research techniques, data collection, data manipulation, data transformation and interpretation; analysis, including multiple regression techniques

· Planning, executing, evaluating, and reporting research results of studies conducted in the medical, public health, and social sciences

Preferred Qualification

  • Master’s or Doctorate Degree in Health Science or Social Science

  • Ability to research, write and orally present complex documents including non-technical and technical reports.

  • Understanding of the department’s health care purchasing strategies, data systems, and the salient issues regarding provision of maternal and child health services through both managed care and fee-for-service structures.

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Strong communication and interpersonal skills with the ability to engage diverse internal and external stakeholders, including community based organizations, government agencies, contractors, health plans, and providers.

  • Proven ability to lead a team, including experience managing staff and providing direction to cross-functional teams. Experience managing complex, multi-stakeholder projects, with the ability to meet deadlines, manage resources, and identify risks and solutions.
