These two Temporary positions exist to lead and coordinate community engagement and outreach activities for the Council on LGBTQIA2S+ Minnesotans. Responsibilities include coordinating, planning, and managing outreach, engagement, and external affairs activities and developing communication plans and materials to build public awareness of the Council and its activities. The Outreach Specialist must be able to establish and maintain a high level of effective working relationships with the Council and other State of MN employees, all of the varied Council stakeholders/clientele, including and especially legislators, the governor’s office, state agency staff, Council members, legislative staff, advocacy organizations, and Minnesota's LGBTQIA2S+ community of people who identify as lesbian, gay, bisexual, transgender, gender expansive, queer, intersex, asexual, and/or two-spirit. This position must coordinate the activities of people with highly varied organizational roles and technical expertise, to ensure the development of effective engagement policies and strategies. This position must frequently broker competing perspectives and interests, in order to achieve balance and compromise, and produce agreement on appropriate strategies to achieve engagement objectives. These are 2 temporary positions that are anticipated to last until June 30, 2025.

Minimum Qualifications

  • Three years of experience in community outreach engagement planning, including high-level relationship building, development of goals and objectives, message strategy development, and identification of target audiences .

  • Excellent written and oral communication skills .

  • Knowledge of LGBTQIA2S+ communities and issues, Minnesota’s LGBTQIA2S+ landscape, and government and legislative processes.

  • Demonstrated ability to translate complex information and ideas into plain language for general audiences .

  • Knowledge and practical experience in relationship development and stakeholder communications, including but not limited to spokesperson skills, media literacy, writing and editing for diverse audiences, communicating with low-literacy audiences, and communicating on digital media platforms .

Preferred Qualifications

  • Experience communicating and presenting legislative, government, or policy information to the public.

  • Experience working with boards, councils, legislators, legislative staff, and/or the Executive Branch.

  • Experience with social media platforms and digital tools to engage with communities online.

  • Experience creating content for various platforms (Example: blogs, emails, press releases, social media, website, etc.)
