Come join the Staffing team at the Minnesota Department of Revenue! The Minnesota Department of Revenue works to fund the future for all of Minnesota by managing the state’s revenue system and administering state tax law.

The Staffing Manager leads a dynamic team of staffing specialists to administer the HR Staffing functions for the agency. This includes the hiring and selection processes with specific focus on customer satisfaction, process improvement, diversity, equity, and inclusion, leveraging best practice, reporting along with more traditional functions of state classification, compensation, FLSA status and determination, and all background check and pre-employment checks. This position will also supervise and oversee onboarding, and ensuring compliance with state and federal laws, state statutes, administrative procedures and rules, collective bargaining agreements, and delegation. This position will provide planning, strategic talent planning and HR Business partnership and consultation to all business partners, and other HR process management services to ensure a comprehensive and efficient HR function for Revenue.

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Telework eligibility is based on the business needs of the unit and is at supervisory discretion. Commuting to the St. Paul office on average 1-2 times per month is expected.

Minimum Qualifications

  • Four (4) years of progressive, professional Human Resources experience*

  • *Bachelor's degree Human Resources or a closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.

  • Minimum of 1 year experience leading diverse teams within a complex organization, which includes coaching, mentoring, and developing staff while building relationships.

  • Experience performing complex job classification and compensation analysis, including evaluation and documentation.

  • Extensive knowledge of all state and federal employment laws and the ability to interpret and apply them to classification, recruitment, selection, hiring, promotion, and/or retention of employees.

  • Proven experience with HR technology systems.

  • Communication skills sufficient to direct the work of staff, make presentations to supervisors and managers, discuss issues with employees, and enlist support at all levels of the organization.

Preferred Qualifications

  • Critical thinking and strategic planning skills sufficient to analyze and evaluate complex information, research and evaluate alternatives, independently make sound decisions, resolve conflicts and provide guidance on a variety of HR issues.

  • Experience with SEMA4.

  • Experience addressing sensitive and/or stressful situations and information with tact, discretion, sensitivity, and adherence to confidentiality requirements.

  • Experience interpreting collective bargaining agreements and plans governing compensation and terms & conditions of employment.

  • Knowledge of the State's classification, recruitment, and selection systems, policies, and procedures.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.

Additional Requirements
