*This position has a flexible work arrangement that may allow for Telework (https://dhs.intranet.mn.gov/buildings-facilities/hybrid-telework/telework/index.jsp) or a mixture of working in our office and Telework (https://dhs.intranet.mn.gov/buildings-facilities/hybrid-telework/telework/index.jsp) with occasional meetings in the office.
The Department of Human Services (DHS) Office of Inspector General (OIG) provides program integrity and oversight; licenses human services programs; and conducts background studies on people who are affiliated with these settings.
This position serves as an attorney in the OIG Legal Counsel’s Office supporting the Program Integrity Oversight Division. This position is recognized as a subject matter expert in the overall laws, rules, and policies relating to the program integrity and oversight functions and related due process.
Responsibilities include:
Advises management and agency staff on complex legal issues, with a high degree of judgment and skill based on their experience and subject matter expertise.
Prepares memoranda and other legal documents relating to program integrity and oversight functions and related due process.
Issues responses to data requests and ensures compliance with state and federal data privacy laws.
Develops and conducts training for, and provides other technical assistance to, division staff.
Identifies and makes recommendations for legislative amendments, analyzes and drafts legislation and bill analyses, and coordinates implementation of new legislation.
Minimum Qualifications
JD degree from an ABA accredited law school;
Current license and in good standing to practice law in Minnesota;
At least three (3) years’ experience as a practicing attorney in an area of law related to the position.
Experience must demonstrate the following:
Strong legal research, analysis, and writing skills;
Building and maintaining good working relationships with internal and external stakeholders;
Providing legal advice on diverse and complex human services and data privacy matters; and
Experience litigating cases in administrative, civil, or criminal courts related to this position.
Preferred Qualifications
Experience in venues such as the Office of Administrative Hearings or Fair Hearings under Minnesota Statues, section 256.045.
Knowledge and experience with data privacy law and regulation, including the Minnesota Government Data Practices Act.
Experience with the appellate process, including at state district courts, the Court of Appeals, and the Minnesota Supreme Court.
Experience with dispute resolution of administrative, civil, or criminal matters.
Experience in all aspects of public assistance programs, negotiation skills, diplomacy, and ability to balance competing interests and conflict in law.
Experience consistently managing multiple complex projects at various stages of completion at one time.
Experience working for a government agency/organization.
Variety of experiences working effectively with others from different backgrounds and cultures.
