The Department of Corrections is hiring a Contract Analyst to coordinate and evaluate the entire contracting process in accordance with all laws, regulations, and mandates for the Department. This position reviews, approves and executes contracts included but not limited to Request for Proposals (RFPs), Master Contracts and work orders, Professional/Technical Contracts, Joint Power Agreements (JPA), Interagency Agreements, etc. This individual will work with program staff to define the scope of work, complete all related forms and documentation associated with the development of contracts, and assist in negotiating, researching, and problem-solving contract related issues. Provide technical assistance, training, monitoring, and general consultation for DOC staff related to the professional and technical contract process.
Minimum Qualifications
To be qualified for and considered for this position, ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.
Two (2) years of experience in contract administration, including drafting or reviewing contracts.*An Associates degree in Accounting, Business Administration, Finance, or related field may substitute for six (6) months of experience, a Bachelors degree in a field above may substitute for one (1) year of experience, a Masters degree in a field above may substitute for 18 months of experience.
Experience reading, comprehending, researching and analyzing statutes, policies, procedures and guidelines in order to interpret and apply these to individual circumstances.
Experience with project management, including leading processes with tight timelines, adjusting to changing priorities, strong organizational skills and attention to detail.
Preferred Qualifications
The following qualifications are strongly desired of applicants seeking consideration for this position:
Completion of an advanced degree in Accounting, Business Administration, Finance, or related field
Experience preparing, managing, and analyzing contracts.
Experience preparing or managing Requests for Proposals (RFPs) or other solicitation process.
Experience procuring services including drafting, reviewing, interpreting and providing guidance on contracts.
Experience with the State of Minnesota’s SWIFT (State-Wide Integrated Financial Tools) system.
Experience with public sector procurement and contracting processes.
Experience with professional technical contracts, interagency agreements and other contracts.
Experience with the Minnesota Department of Administration’s Office of Procurement and the Office of Equity in Procurement requirements, policies and procedures.
Physical Requirements

Additional Requirements
The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.
