This position will be responsible for overseeing the coordination and development of multiple initiatives to analyze, improve, automate and evaluate the Agency’s health care eligibility and enrollment business processes and modernize the associated delivery systems. This position supports the agency’s larger vision to transform the human services delivery system to a person-centered integration of processes and technology that yields equitable outcomes for the people we serve.

Responsibilities may include:

  • Manage efforts to strategically plan, design, and implement Medicaid eligibility and enrollment work across multiple administrations and MNIT Services, and obtain needed resource support.

  • Manage the planning, automation, and implementation requirements to Medicaid eligibility and enrollment systems resulting from recent federal direction to bring DHS systems into full compliance with the federal Affordable Care Act and related state laws.

  • Lead the analysis, submission, tracking, prioritization, implementation and evaluation of IT projects and products necessary to automate Medicaid eligibility and enrollment functions and requirements.

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:

  • Experience as a supervisor, leadworker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

o 1+ year of experience identifying issues, goals and strategic actions

o 100+ hours per year time commitment

AND

5 years of specialized professional experience in strategic analysis, systems technology integration and planning to redesign business processes.

Experience must demonstrate:

  • Ability to analyze and act upon data, business processes and industry trends

  • Knowledge in project management principles and practices

  • Continuous improvement projects

  • Managing complex budgets

Preferred Qualifications

  • Knowledgeable in Minnesota’s Medicaid program and Health Care Administration.

  • Knowledgeable in DHS programs, delivery systems and organizational structures.

  • Ability to research and write complex documents including legislation, technical reports and policies.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
