This position has a flexible work arrangement that may allow for a mixture of working in our office and Telework. During legislative session, t his person will attend committee hearings and meetings at the capitol, but outside of legislative in-person meetings, working from home is an option if desired.

As the Legislative Budget Director, you will lead the legislative fiscal work for programs administered by the Department of Human Services (DHS). This position is an exciting opportunity to work with policy makers and leaders to make impactful, positive changes for people needing services across the state. This posting is available for four distinct positions:

  • Behavioral Health and Housing Legislative Budget Director;

  • Health Care Legislative Budget Director (two positions); and

  • Human Services Operations and Office of Inspector General Legislative Budget Director.

As the Legislative Budget Director, you will lead fiscal policy, develop the Governor’s legislative budget proposals, work with policymakers on creative solutions to problems, and manage fiscal notes for one of the above policy areas within DHS. The Behavioral health and housing administrations administer mental health, substance use, housing, homelessness, and economic support programs. The Health Care administration administers eligibility, provider enrollment, services, and rates for the Medicaid and MinnesotaCare health care programs. The Office of Inspector General oversees licensing, program integrity, and background studies and Operations oversees the agencywide functions of the agency.

Key responsibilities include:

  • Determining the impact of proposed legislation, federal policies, and laws, to programs administered by DHS. This includes assessing proposed bill language and legislative proposals for impacts to eligibility, payment rates, and covered services under the Medicaid program as well as the administrative resources needed to effectuate changes;

  • Along with the legislative directors, managing the process for developing budget proposals, including assessing the fiscal impact of proposals, creating solutions to identified problems, and advocating for proposals to agency leadership and legislators;

  • Working collaboratively with legislators and legislative staff, advising on the fiscal and operational impacts of proposed changes and creatively developing solutions throughout the legislative process;

  • Working collaboratively with internal and external partners on policy solutions and ensuring fiscal estimates are accurate. This includes policy staff across the department, federal relations, forecasting and financial operations, agency leadership, Minnesota Management and Budget (MMB), other state agencies, the Governor’s Office, and the Legislative Budget Office (LBO);

  • Leading the financial management of program costs, including monitoring the implementation of policy and operational changes to programs, assessing the impact of changes to federal Medicaid rules, and advising leadership on fiscal matters pertaining to forecasted programs;

  • Working with policy staff in ensuring the ongoing use of data in decision-making and providing input on the data needed to enhance future policy development; and

  • Providing direction and guidance to operations budget staff in overseeing operational budgets.

This position has a high level of discretion to represent, negotiate and act on behalf of senior management and Assistant Commissioners in budget-related matters with legislators, legislative staff, and external stakeholders. This position provides consultation, expertise, and is accountable to DHS senior management (i.e. commissioner, deputy commissioners, chief financial officer, budget director, legislative director, etc.), administration senior management (assistant commissioner, deputy assistant commissioners, and division directors), Minnesota Management and Budget, the Governor’s Office, legislators, and legislative staff.

As a leader in your respective policy administration, this position is required to support the programmatic activities of the administration and lead the strategic planning of long-range policy, legislative, and budgetary development opportunities for Minnesota’s public health care programs.

The integration of legislative budget and policy planning is a critical element of this position. The incumbent is responsible for collaborative efforts with other staff and state agencies to draft, prepare, present, and implement legislative proposals that allow the Governor and Commissioner to accomplish their policy goals.

Minimum Qualifications

Four (4) years specialized experience in public policy.

Experience must include:

  • Direct experience with the legislative process.

  • Experience conducting policy and data analysis.

  • Experience managing projects or programs.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Experience with health and human services policy or programs.

  • Knowledge and understanding of state and federal budgetary processes and procedures.

  • Experience developing fiscal notes on proposed legislation.

  • Experience developing budget and fiscal strategies.

  • Advanced innovative problem-solving skills.

  • Master’s degree or higher in Public Policy, Public Administration, Public Health, or related field.
