Minnesota Housing is hiring! We’re a mission-focused financial institution looking for an IT Senior Project Manager who will oversee and drive complex projects from inception to implementation. ensuring the projects align with agency goals and deliver maximum value. This position offers a unique opportunity to lead impactful initiatives, influence strategic decisions and work with cross-functional teams to innovate and achieve excellence.
Essential Job Duties
Responsible for the management of large project projects with high complexity and risk affecting multiple divisions within the agency.
Responsible for managing and providing project management consultation for all aspects of the design, development and implementation of projects.
Gathers, defines, and prioritizes project requirements, funding and risks.Recommends to project team members action steps to achieve the goals and objectives of the project.
Oversees and controls ongoing costs, schedules, resources, vendors, scope and risks.Develops time and cost estimates and project plans.
Develops, monitors and coordinates all project activities such as scheduling, tracking, reporting and assessing the impact of planned changes and builds contingency plans to support the change efforts.Monitors project milestones and critical dates to identify potential jeopardy of the project schedule.
Develops best practices, project standards, processes and procedures and quality objectives including metrics for assessing progress.Investigates new technologies and techniques to improve the management of the project portfolio.
Develops and maintains a productive working relationship with project sponsors, vendors and clients.Provides the team with constructive feedback as it pertains to project performance.Uses lessons learned to identify potential areas of improvement.

Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Five (5) years of progressive experience as a technology project manager.
A Bachelor’s degree in Computer Science, Information Technology or Project Management may substitute for 12 months of experience – or – a Master’s degree in the listed fields may substitute for 18 months of experience.
Project Management Professional (PMP) Certification.
Experience developing continuous process improvements.
Experience as a Scrum master.
Experience managing and implementing technology modernization projects.
Experience working on Agile, Iterative and Waterfall methodologies.
Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist.
Preferred Qualifications
Certified Scrum Master (CSM) or other Agile certifications.
Experience using Azure DevOps (ADO).
In-depth knowledge of technology systems modernization, including software development life cycle (SDLC) and IT infrastructure.
Familiarity with emerging technologies and trends in public sector IT.
Strong leadership skills with the ability to inspire and guide cross-functional teams.
Physical Requirements
Requires moving office items such as file folders and small office tools.
