This position exists to lead, direct, and perform Human Resource (HR) strategic, tactical, and technical work by ensuring Perpich is an employer of choice, with a welcoming, inclusive, respectful, and collaborative culture. As a strategic partner, this position will develop and execute strategies that improve talent management including diversity, retention, workforce management, and succession planning. The HR Director will also provide agency wide human resources management leadership to managers and supervisor by managing the staffing and transactions functions, so the candidate and employee experience is positive, and the important work of the agency is completed by productive and engaged employees.

Minimum Qualifications

Three (3) years of Human Resources experience. A bachelor's degree in Human Resources, Business Administration, Public Administration, Organizational Development, or a closely related field may substitute for one (1) year of experience.

Leadership experience, which can include experience as a supervisor, lead worker, team lead, project lead OR completion of a State of Minnesota leadership program such as Emerging Leaders Institute.

The human resources experience must include the following:

Full-cycle recruitment and selection which may include administering examinations and assessments

Classification structures and job evaluation/analysis techniques applied to allocate positions to their proper classification level

Knowledge of personnel related laws and policies (e.g., Fair Labor Standards Act, Family Medical Leave Act, Americans with Disabilities Act, Minnesota Government Data Practices Act, Workers Compensation, Equal Employment Opportunity, or Affirmative Action)

Experience analyzing, interpreting and applying employment laws and labor agreements; handling grievances and discipline; and creating and maintaining effective labor-management relationships.

Human relations skills sufficient to work effectively with a wide variety of individuals in an organization

Ability to obtain and maintain delegation of authority for selection, classification, compensation, and labor relations from MMB

Preferred Qualifications

Experience interpreting current employment laws, regulations, and policies related to classification, recruitment, selection, hiring, promotion, and/or retention of employees

Experience developing and managing Affirmative Action plans

Experience with compensation program administration

Experience with Human Resources Information system (HRIS) administration and HR processing and using spreadsheets and reporting software to provide reports for HR and for agency management

Specialized HR experience in a Minnesota state government agency

Physical Requirements

This is a sedentary position. This position will exert a small amount of physical force to occasionally move or transport objects. A sedentary job is defined as one which involves being stationary (or sitting) most of the time. Jobs are sedentary if being active and moving from place to place is required only occasionally.

Additional Requirements

Bureau of Criminal Apprehension criminal check, reference check, SEMA4 personnel record checks for current and former employees of the State of Minnesota.
