This position serves as a Human Resources (HR) expert, providing advanced consulting and project management across a broad spectrum of HR functions. The role involves advising managers and supervisors on organizational structure, job analysis, staffing, strategic workforce planning, employment law, and labor relations. The incumbent will lead complex HR projects from inception through implementation, including workforce planning, classification, operations and labor relations, to enhance HR’s capacity, efficiency, and overall effectiveness and ensure successful outcomes.

As a key contributor to the strategic development of the agency’s HR function, this position will identify high-level opportunities for continuous improvement in HR service delivery through research, proposal, and implementation of solutions to address agency-wide HR challenges. Additionally, the incumbent will mentor less experienced staff, providing guidance in HR best practice, project execution and ensuring the delivery of HR services that meet program objectives.

This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible and is occasionally required to be on-site at the office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Minimum Qualifications

Four (4) years* of comprehensive Human Resources (HR) consulting experience with the State of Minnesota that demonstrates the following:

  • Experience interpreting and applying State of MN HR related statutes, rules, regulations, administrative procedures, and labor agreements sufficient to provide effective consultation to supervisors and managers.

  • In-depth understanding of State of MN principles, practices, and procedures in organizational structure and design, job analysis, staffing, strategic workforce planning, employment law, and labor relations sufficient to provide effective consultation to managers and supervisors.

  • Understanding of project management principles and continuous improvement tools/methods to manage and monitor short and long-term HR projects.

  • Ability to effectively communicate in individual and group settings to explain, clarify, present and negotiate HR subject matter and proposals.

*Bachelor's degree in human resources, organizational behavior, industrial relations, business psychology, labor relations, organizational development/change, or other closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience

Preferred Qualifications

  • Supervisory and/or managerial experience demonstrating leadership, organizational and interpersonal abilities to direct, develop and engage employees.

  • Knowledge of Agile, Lean or other continuous improvement methodologies.

  • Skill in database management sufficient to manipulate, retrieve, and analyze data and produce ad-hoc queries and reports.

  • Project management education, certifications and training.
