This position exists to support financial operation and analysis activities of the Issuance Operations Center (IOC). This position will provide the leadership, facilitation, and oversight for daily management of the financial operations for the IOC and managing all contracts related to the IOC. This position will advise and assist the IOC Manager and Procurement Director in opportunities for improved processes or procedures related to financial activities.
Responsibilities include but may not be limited to:
Provide financial expertise and support to the IOC manager so that the IOC operates within budget funding constraints, and according to legislative mandates and contractual obligations.
Manage divisional fiscal operations, including rate setting for the services the IOC provides, to ensure timely, stable, and appropriate use of divisional budget.
Support the development, execution and management of all the division’s professional/technical contracts, interagency agreements, amendments, grants, RFPs, RFIs, Master Plan contracts, annual plans, and grants.
Provide project leadership, guidance, coordination, and technical or functional expertise on IOC collaborative initiatives and/or projects as needed, especially those with fiscal or IT components, so that the IOC business requirements are met and improvements made with minimal disruption to operations and the public. Work may include design, development, implementation, and/or testing phases.
Establish, maintain, and implement billing and collection process for IOC customers to ensure the IOC has appropriate revenue capacity.
Support reporting and data analysis capabilities to support federal and state reporting requirements, evaluation, planning, operations, and decision-making related to the IOC finances to maximize stewardship for the citizens of Minnesota.
Minimum Qualifications

Two (2) years of professional accounting, financial analysis, contracts coordination, and/or budgeting and reporting experience.
Experience must include:
Experience applying Generally Accepted Accounting Principle (GAAP) sufficient to manage accounting functions.
Rate setting experience that includes identifying costs and estimated volumes to develop customer rates for the upcoming year.
Experience with financial, procurement and reporting system(s)/databases.
Experience establishing budgets, analyzing and interpreting fiscal data and reports, and resolving fiscal discrepancies/issues.
Demonstrating ability to create and apply internal financial controls.
Experience demonstrating the ability to plan, organize, and successfully manage competing priorities.
Experience demonstrating the ability to independently research issues and recommend possible solutions.
Experience demonstrating the ability to communications and writing skills sufficient to provide written and verbal instructions and communicate complex financial concepts in plain language.
Demonstrated experience initiating and successfully completing projects.
Ability to collaborate with a variety of stakeholders, including diverse community partners.
* Bachelor’s degree in Accounting, Business Administration or a related field may substitute for one (1) year of professional experience.*
Preferred Qualifications
Experience and expertise working with Statewide Integrated Financial Tools (SWIFT), Budget Planning and Analysis System (BPAS), Appropriation Maintenance Application (AMA), software applications, and/or other large accounting systems.
Functional knowledge and understanding of DHS chart of accounts, account structure, budgets, programs, grants, organizational structure and DHS’ Public Assistance Cost Allocation Plan (PACAP).
In-depth working knowledge of state contracting especially in the areas of policies, procedures, programs, systems, and contacts related to procurement and invoice processing.
Advanced working knowledge of Microsoft Outlook, Excel, Word, PowerPoint, Access, and SharePoint.
Ability to manage competing priorities and work independently.
Variety of experiences working effectively with others from different backgrounds and cultures.
