In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

The Facilities Management and Physical Security Team Manager provides managerial direction to the agency-wide programs of hybrid workplace facilities and project management and design, enterprise physical security controls, and customer services centers for the Department of Children, Youth and Families. This position is responsible for developing and maintaining the strategic direction and operations of these programs as well as managing human, financial, and other resources throughout the Facilities Management and Physical Security Division to ensure critical agency deliverables are met. In addition, this position has a critical role in agency crisis planning, prevention, response, and recovery for business interruption events such as pandemics, shutdowns, strikes, protests, and other manmade/environmental events impacting critical business services. This position is an essential member of the DCYF Facilities Management and Physical Security Division.
Additional job responsibilities include:
Determine objectives, priorities, organization and resource distribution (staff and non-payroll budget) for Facilities Management and Physical Security Team functions, including space planning, hybrid workplace facilities and project management and design, enterprise physical security controls, and customer service centers.
Lead efforts to enter into a plan for office space for DCYF that supports the agency meeting its mission; Identify necessary staffing and other components needed to effectively operate the chosen facility.
Set strategic direction and conduct long-term planning for Facilities Management and Physical Security Division in alignment with overall goals for the Operations Office and the agency.
Manage planning and implementation of statewide crisis planning, prevention, response, and recovery management for MSD functions.
Maintain accountability for all Facilities Management and Physical Security functions and ensure that team goals and deliverables are met and are aligned with agency needs and industry trends.
Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:
Experience as a supervisor, lead worker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, L4);
A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
1+ year of experience identifying issues, goals and strategic actions
100+ hours per year time commitment
AND
Four (4) years of specialized professional experience with two or more of the following: facilities operations, hybrid workplace management and design, physical security, and customer service center management demonstrating the following:
Experience with Incident Command System (ICS), Business Continuity Planning (BCP) and Continuity of Operations (COOP)
