The Office of Cannabis Management is currently seeking an Evaluation Specialist to develop and implement monitoring and evaluation frameworks, collect and analyze data, and generate reports for Social Equity programs. This role will work closely with the Social Equity team, Data & Analysis team, other division leaders, and industry stakeholders to ensure continuous improvements.
This position is located in St. Paul and may telework from home two days per week and is expected to be in the office three days per week.
A successful incumbent in this position will be able to:
Design data collection tools, surveys, and methodologies to gather both qualitative and quantitative data
Develop and implement a quality improvement plan and audit program effectiveness for quality assurance
Serve as a team leader and technical expert on evaluation plans, data collection activities, and provide ongoing system maintenance
Forecast trends and effectively predict future issues from statistical studies
Support project teams in setting up data management systems and databases
Minimum Qualifications

Three (3) years of experience collecting, managing, and analyzing data in the area(s) of public health, substance use, business analytics, or social programs. A bachelor’s degree in statistics, mathematics, data science, sociology, public administration, or other relevant field may substitute for one (1) year of experience and a master’s degree in a similar program may substitute for six (6) additional months of experience.
Experience using statistical computing and data visualization software
Ability to communicate complex data and ideas to a variety of audiences and prepare visuals or information packets from statistical analysis
Ability to design and implement effective data collection, storage, and dissemination software, programs, and operating procedures
Ability to maintain confidentiality and remain unbiased in reviewing data related to individuals and communities who have experienced disproportionate harm because of cannabis enforcement and incarceration regulation
Ability to celebrate diversity and work effectively with others from different backgrounds and cultures
Preferred Qualifications
A bachelor’s degree (or higher) in statistics, mathematics, data science, sociology, or public administration
Experience with SAS, SPSS, STATA, R and/or SQL
Experience with Power BI, R Shiny and/or Tableau
Knowledge of institutional and structural bias and its impact on underserved and underrepresented communities
Knowledge of social inequities in the cannabis industry
Experience in the cannabis or other highly regulated industry
