The Data Manager and Analyst serves as a key and collaborative member of a team of professionals protecting the public’s health and safety through regulation of the EMS system in Minnesota.
The purpose of this position is to engage in data management, data systems management, and data analytics, interpretation, and reporting. The person in this position will:
Be the go-to expert on the Minnesota State Ambulance Reporting System (MNSTAR) and the National EMS Information System (NEMSIS).
Create functionality within MNSTAR creating forms and triggers and assessing functionality success.
Provide project management, system integration, and support for vendor upgrades for MNSTAR, and other Office of EMS software systems.
Fulfill data requests, create reports, and audit data entered by ambulance services, and formulate, implement, and enforce proper data collection policies and procedures; and
In coordination with field staff, provide statewide training on MNSTAR use and reporting.
Responsibilities for this position include, but are not limited to:
Data systems management of agency databases and software.
Data management, analysis, and reporting.
Data collection analytics and audits.
Statewide training on MNSTAR and other OEMS systems in coordination with the OEMS field staff.
Travel to in-state and out-of-state conferences and meetings.
Minimum Qualifications

Four (4) of experience working in a data manager and data analyst role or other role similar to this position.
Current Emergency Medical Technician (EMT) certification at the Minnesota or National Registry level, or expired EMT certification within the window for renewal.
Experience providing data systems management including design, development, and analysis.
A bachelor’s degree or higher in a field related to this position may substitute for one (1) year of this experience.
Minimum qualifications assessed at interview:
Ability to work effectively both independently and as part of an interdisciplinary team with colleagues of diverse backgrounds.
Oral and written communication skills sufficient to compose clear, concise, error-free, and understandable narratives and presentations for a variety of audiences.
Knowledge of the structure and organization of local and state government.
Preferred Qualifications
Understanding of EMS operations and pre-hospital care delivery models.
Ability to utilize statistical methods to conducts analytics.
Knowledge of SQL databases and report writing to include MNSTAR and NEMSIS systems.
Current Paramedic certification at the Minnesota or National Registry level, or expired Paramedic certification within the window for renewal.
Physical Requirements
Requires occasionally moving such articles as files or equipment. Even though the weight of the articles being transported may only be a negligible amount, this job may require moving or may involve being in a stationary position for a significant period of time.
Additional Requirements
Incumbent must maintain valid driver's license, and insurance, OR have other reliable transportation.
This position requires successful completion of a background check and employment reference check.
